Justification:

In March 2019, the EU Delegation signed a FWC for the provision of security service. This FWC was terminated in June 2019, before its actual implementation could start. The EU Delegation needs to launch a new procurement procedure. Due to the urgency of the situation the normal time limits of a restricted procedure are impracticable. Based on Article 164.1.b and 26.1(a)(b) of Annex I of the Financial Regulation, the Contracting Authority has decided to use an accelerated procedure. The new time limits applicable to this tender are:

— the time limit for the receipt of requests to participate shall not be less than 15 days,

— the time limit for the receipt of offers shall not be less than 10 days.
