Belgium-Brussels: Rental of tents
Section I: Contracting authority
Section II: Object
Rental of tents
Rental of tents (solid walls), intended to establish security checkpoints during the organisation of European Councils, multilateral summits, informal meetings or any other event that justifies their use.
The tents will be installed near the buildings of the General Secretariat of the Council of the European Union (GSC) or at any other place used for the occasion (generally in and around Brussels).
The services, in the form of an ad-hoc rental, include the installation and removal of tents, as quickly as possible and in compliance with safety instructions, for an estimated eight to ten events on average per year (without any commitment from the GSC), lasting from one to six days. Each event may require the rental of two or three tents, which may have three different types of structures (type A: 6 m × 5 m, type B: 6 m × 6 m, type C: 5 m × 6 m).
After an initial period of two years, the contract may be renewed for two periods of one year each.
The General Secretariat of the Council does not publish the estimated monetary value of its contracts. The estimated volume of supplies can be found in the specifications.
Section III: Legal, economic, financial and technical information
Section IV: Procedure
General Secretariat of the Council of the European Union, Rue de la Loi/Wetstraat 175, 1048 Bruxelles, BELGIUM.
Each tenderer may be represented by one person in accordance with the terms set out in the invitation to tender. The opening of tenders may be postponed, at short notice, owing to unforeseen events occurring in the General Secretariat's buildings on the day on which the opening session was initially scheduled.
Section VI: Complementary information
In case of unavailability or improper functioning of the electronic means of communication referred to in section I.3) in the last five calendar days before the time limit for receipt indicated in section IV.2.2), the contracting authority reserves the right to postpone this time limit and issue a new time limit at the Internet address provided in section I.3), without having to issue a preceding corrigendum to this notice. Economic operators interested in this procurement are invited to subscribe to the call for tenders at the address in section I.3) in order to get notified when new information or documents are published.
Any appeal has to be lodged with the General Court within two months of the notification to the plaintiff or, in the absence thereof, on the day on which it came to the knowledge of the plaintiff. A complaint made to the European Ombudsman neither suspends this period nor opens a new period for lodging appeals. Time limits are extended on account of distance by a fixed period of ten days regardless of the place of establishment or habitual residence of the person concerned.
