External assistance will be procured for an area review that will assess the current instruments aimed at housing solutions and health and welfare services for elderly. The work will result in recommendations that can facilitate specific changes in the use of instruments that can give better resource-use in the area. The work will take place until 25 March 2022.

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

Requirements: Tenderers must be a legally established company.

Documentation:

Norwegian companies: Company registration certificate or printout from the Central Coordinating Register for Legal Entities for sole proprietorships not subject to registration.

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

Requirement: Paid taxes and duties.

Documentation:

A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be able to show adequate economic and financial capacity for the delivery.

Documentation:

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: a description of the tenderer´s three most relevant assignments in the last 3 years, together with information about the contract value, date of delivery or execution and the name of the recipient.

Relevant assignments means reviews with the purpose of identifying measures for more efficient resource use. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: Tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

Documentation: a description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.

Requirement: Tenderers must have sufficient competence to carry out the agreement.

Documentation: An overview must be presented of the educational and professional qualifications for employees with relevant knowledge and experience for the contract. Relevant knowledge and experience means experience from equivalent fields with the complexity or scope as requested in this tender documentation, cf. also the assignment description in annex 1.
