This notice aims at reducing time limits for receipt of tenders

Mobile Telephony Services
Mobile telephony services basically covering SIM cards, mobile network access, coverage and internet data.
Worldwide coverage, EBA's headquarters at Tour Europlaza, 20 av. André Prothin, 92400 Courbevoie, FRANCE.
— mobile voice and data communication services, including the provision of access to cellular service with global and in particular European, coverage,
— delivery and support of SIM cards,
— replacement and migration of EBA’s current SIM cards and the provision of associated services (voice and data),
— web portal to manage the contract see consumption obtain reports, invoices, etc.,
— ensuring that cellular access is possible at EBA’s premises in Paris.
The framework contract will renew automatically 2 times for 2 periods of 1 year each, with a maximum duration of 48 months, unless 1 of the parties notifies the other of its intention not to renew it.

EBA may conclude the framework service contract with the successful tenderer on the basis of the model framework contract published in this call for tenders.
Preferably, tenderers accept EBA’s model framework contract. In this case, the provisions of the framework contract can be subject to minor modifications of its special conditions only.
Should another contract be used (proposed by the successful tenderer in its tender), the following clauses of the general conditions for service framework contracts must be included:
— payments to be made within 30 days after receiving an invoice,
— processing of personal data,
— VAT exemption clause,
— checks and audits.
Should another contract be used, the general conditions of the model framework contract will apply in situations not regulated by the main contract and therefore any other contract template than the framework contract provided shall be amended accordingly.
In case the model framework contract is not used and another contract proposed the successful tenderer is used instead, the contractor would be obliged to deliver the services in accordance with:
1) The tender specifications;
2) The awarded Tender; and
3) The contract proposed by the successful tenderer.
In case of inconsistency between the terms of the 3 documents above, the following order of priority would apply:

3) The framework contract.
The contractor shall agree to:
— comply with all of the contractual obligations,
— nominate a person or service responsible for ensuring a permanent liaison in English language with the contracting authority, i.e. the contractor’s contract manager.
Any appeal must be lodged with the General Court of the European Union within 2 months of plaintiff being notified or, failing this, of the date on which it became known to them. Lodging of a complaint with the European Ombudsman neither suspends this deadline nor creates a new deadline for appeals.
