II.3)Information on framework agreement
II.4)Short description of nature and quantity or value of supplies or services:
Crown Commercial Service (CCS) as the Contracting Authority intends to put in place a Pan Government Collaborative Framework Agreement for the provision of Estates Professional Services. The Framework Agreement will be utilised by eligible Central Government Departments and all other UK Public Sector Bodies, including Local Authorities, Health, Police, Fire and Rescue, Education and Devolved Administrations. It is intended that this Framework Agreement will be the recommended vehicle for all estate consultancy services required by UK Central Government Departments.
The above Contracting Authorities have a need for a standard Estates Professional Services provision that shall include but not be limited to:
Strategic advice and development of estates strategies with options appraisal of market research and future forecasts;
Property investment, appraisal and financial services;
Property search, acquisition & disposal;
Lease activity;
Day to day landlord and tenant activity;
Pre-acquisition and workforce indicative floorplate design service to allow multi departmental occupation of property;
Reduce property costs, release unwanted property assets, identify savings and identify opportunities to generate income from land and buildings.
The Estates Professional Services Framework Agreement shall Aadditionally cover the following:
Workplace Solutions which offers a procurement managed service, allowing any subsequent FM contracts to be managed on behalf of the client; and
Vertical Real Estate service provision including marketing, design, construction management, acquisition and asset management.
It is anticipated that the Services to be covered by this Procurement will be sub-divided into 8 Lots including but may not be limited to:
Lot 1 — UK Wide;
Lot 2 — Scotland & North East England;
Lot 3 — Northern Ireland and North West;
Lot 4 — Wales and South West England;
Lot 5 — London and South East England
Lot 6 — International
Lot 7 — Vertical Real Estate
Lot 8 — Workplace Solutions Procurement Managed Service
The defined number of lots contained within the Estates Professional Services Framework Agreement is to be determined following stakeholder and market engagement activity. The above lotting structure is therefore indicative only and is subject to revision and amendment. For more information relating to each lot please see Annex B.
