This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices (www.ebrd.com) on 25 January 2013 and updated on 7 February 2014.

The Karen Demirchyan Yerevan Metro Company ("the Employer") has received a loan from the European Bank for Reconstruction and Development (the "EBRD" or the "Bank"), a loan from the European Investment Bank ("EIB") and a grant from the EU Neighbourhood Investment Facility ("NIF") towards the cost of Yerevan Metro Rehabilitation Project Phase II.

The Employer now invites sealed tenders from contractors for the following contracts to be funded from the proceeds of the loan:

Drainage Tunnel Extension and Remedial Works in Metro Tunnels

• Section A – Drainage Tunnel Extension. This includes the following:

o A1 Remove existing, hazardous installations at Drainage Tunnel portal and rehabilitate the existing portal and drainage outfall to a safe and secure standard

o A2 Strip existing, hazardous installations in Existing Drainage Tunnel

o A3 Carry out drainage measures from Existing Drainage Tunnel in the vicinity of the Metro Tunnel from Zoravar Andranik Station to South Portal

o A4 Extend Drainage Tunnel by approximately 930 m to Republic Square Station main pump station

o A5 Carry out additional drainage measures along Drainage Tunnel extension

o A6 Lengthen Drainage Tunnel Extension by 150 m north of Republic Square Station main pump station (optional item at discretion of the Employer)

o A7 Excavate and support cross-galleries from Drainage Tunnel Extension and carry out additional drainage measures (optional item at discretion of the Employer)

• Section B – Remedial Works in Metro Tunnels. This includes the following:

o B1 Carry out low pressure void filling grouting along Metro Tunnels between South Portal and end of cast iron segment lining past Yeritasardakan Station where determined to be necessary

o B2 Carry out drainage measures in Metro Tunnels along a length of 490 m north of Yeritasardakan Station where determined to be necessary

o B3 Carry out drainage measures in Metro Tunnels along a length of 400 m north of South Portal where determined to be necessary

o B4 Apply corrosion protection treatments to inner surface of cast iron segments where determined to be necessary

o B5 Supply of fastening materials for the cast iron segments

The contact also includes Detailed Design of the works to be carried out under Section A and Section B. The Detailed Design shall be compliant with the standard: "Construction Norms and Regulations, Hydraulic Tunnels, SNiP 2.06.09-84, issued by the USSR State Committee for Construction, Moscow 1985".

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

Tender documents may be obtained upon payment of a non-refundable fee of EURO 500.00 (five-hundred) or AMD (Armenian Dram) equivalent, or the equivalent amount in a convertible currency. Currency exchange rates shall be in accordance with rates set by the Central Bank of Armenia on the date of payment.

Payment shall be made by bank transfer and documents shall be released upon provision by the tenderer of a receipt showing funds were transmitted to the following accounts, or upon confirmation from the Employer’s bank that funds have been received. Cash payments are not permitted.

Documents shall only be available in digital form. Upon request, a link, password and list of documents to be downloaded shall be supplied by e-mail by the Employer to prospective tenderers. Prospective tenderers shall confirm to the Employer by e-mail that all files have been downloaded successfully.

A two stage tender procedure will be adopted and will proceed as follows:

(a) the First Stage tender will consist of a technical proposal only, without any reference to prices, and a list of any deviations to the technical and commercial conditions set forth in the tender documents or any alternative technical solutions a tenderer wishes to offer, and a justification therefor, provided that such deviations or alternative solutions do not change the basic objectives of the project. Following evaluation by the Employer of the First Stage tenders, the Employer will invite each tenderer who meets the qualification criteria and who has submitted a technically responsive tender to a clarification meeting. The proposals of all such tenderers will be reviewed at the meeting and all required amendments, additions, deletions and other adjustments will be noted and recorded in a Memorandum. Only qualified tenderers submitting a technically responsive and acceptable First Stage tender will be invited to submit a Second Stage tender.

(b) the Second Stage tender will consist of an updated technical tender incorporating all changes required by the Employer as recorded in the Memorandum to the clarification meeting or as necessary to reflect any amendments to the tender documents issued subsequent to submission of the First Stage tender; and the commercial tender.

First Stage tenders must be delivered to the address below on or before 12 December 2014, 15:00 local time at which time they will be opened in the presence of the tenderers' representatives who wish to attend.

All Second Stage tenders must be accompanied by a Tender Security of EURO 300,000.00 (three-hundred-thousand) or its equivalent in a convertible currency, and must be delivered to the address below on or before the time and date of the submission deadline specified in the Letter of Invitation to submit Second Stage tenders, at which time they will be opened in the presence of the tenderers' representatives who wish to attend.
