Baggage Reconciliation System (BRS) and Baggage Messaging Service (BMS) Replacement
To accommodate the continuing growth of the Airport, the replacement of the BRS and BMS have been identified as key elements to providing a service that is fit for purpose at the Airport today and will support the on-going development into the future.
The replacement of the BRS and BMS aim to provide:
— improved passenger and user experience,
— process / performance efficiencies,
— improved access to baggage data,
— compliance with current standards,
— improved collaboration with selected supplier,
— improved support / training package,
— implementation of an innovative solution, e.g. the use of smart technology,
— reduced mishandled baggage costs to the air industry.
Baggage Reconcilliation System (BRS)
Provision for the supply, installation and test of a replacement Baggage Reconciliation System including:
— Servers and Physical Connectivity,
— Hand-held scanning devices,
— Wi-Fi Infrastructure,
— BRS Workstations,
— BRS interfaces and data feeds,
— Base station PC’s,
— Network Configuration Services.
The contract may be extended at the discretion of both parties for two further periods, each of 12 months, upon expiry of the initial term.
Birmingham Airport reserves the right to cancel the procurement process at its own convenience. The Airport will not be liable for the reimbursement of costs and expenses associated with the submission of expressions of interest and tender proposals.
Baggage Messaging Service
Baggage Source Message Services:
— capability of transmitting Baggage Source Messages via traditional or alternative methods.
Transition from existing system(s):
— Quality Management,
— Implementation Records,
— Support Documentation.
Training and handover services:
Comprehensive Support Package:
— 24/7/365 reactive maintenance outlining support service levels including planned maintenance / patch options.
Liaison with Third Party Organisations appointed by the Airport to support the delivery of the project:
— Project Management,
— Quality Assurance.
The contract may be extended, at the discretion of both parties for two periods, each of 12 months, upon expiry of the initial 5 year term.
Birmingham Airport reserves the right to cancel this procurement process at its own discretion. The Airport shall not be liable for costs and expenses associated with the submission of expressions of interest or tender proposals.

In the case of both Lots, the Airport reserves the right to cancel the procurement exercise at its own convenience and shall not be liable for costs incurred by respondents / candidates / suppliers in respect of the preparation of bids or expressions of interest. The contract may be subject to extension, with the agreement of both parties, for 2 periods each of 12 months.
