II.2.4)Description of the procurement:
The present activity aims to support the definition of optimal authentication solutions for SBAS, and measure the level of protection achieved and impact on the SBAS service. Relevant inputs from past activities and international fora will be provided during the course of the project.
The Contractor shall implement and test different authentication proposals for SBAS message authentication that may include standard crypto protocols and coding schemes and evaluate the impact on SBAS performances at user level.
The Contractor shall propose evaluation criteria and shall perform a trade-off with the different authentication solutions to be later evaluated by the European Commission and the GSA, as well as other aviation stakeholders.
The Contractor shall support the European Commission during the coordination with other SBAS entities involved in the design/evolution activities from other regions (US, Japan, others). It is foreseen that the International Civil Aviation Organization (ICAO) will define and standardise an SBAS authentication solution by 2019.
The Contractor shall note that the authentication techniques proposed must ensure backward compatibility with legacy GPS L1 SBAS receivers. These authentication techniques should be introduced as an optional feature within the next generation of SBAS systems developed with multi-frequency and multi-constellation capabilities.
