Call for expressions of interest HOME/2014/AMIH/001 for the establishment of a list of individual external experts to assist the European Commission in the framework of the management of the DG HOME Financial Instruments (hereinafter referred to as 'Funds'): Internal Security Fund — Police (ISF-P), Internal Security Fund — Borders and Visa (ISFB) and the Asylum, Migration and Integration Fund (AMIF)

The objective of this call for expressions of interest is to set up a list of individual external experts to assist the European Commission (hereinafter referred to as 'the Commission') in relation to the implementation of the DG HOME Funds:
— Internal Security Fund — Police (hereinafter referred to as ISF-P):

— Internal Security Fund — Borders and Visa (hereinafter referred to as ISF-B):

— Asylum, Migration and Integration Fund (hereinafter referred to as AMIF):

Expressions of interest should be submitted in one of the official languages of the European Union by electronic means using Priamos the DG HOME IT platform. (It is planned that DG HOME will use a new IT platform in the future. DG HOME will transfer as much information as possible onto the new platform. However, it may be necessary for experts who have already been selected to input some, or possibly, all of their data again onto the new platform. If necessary, the experts concerned will be contacted by e-mail and a corrigendum to the call notice will be published.)

Applicants may apply for 1 or more funds by completing the relevant application form(s).
In the interest of equal treatment of applicants, the Commission cannot give any prior opinion on the compliance of any applicant with the selection criteria.
Inclusion of the expert on the list entails no obligation on the part of the contracting authority concerning the conclusion of contracts.
 3.Information and documents to be provided:

In any of the application form(s) the applicants should provide their full contact details and select the specific fields indicated at point 7 that they are applying for.
By completing and submitting the application form(s), applicants confirm that they are not in one of the situations of exclusion listed at point 10, this declaration being an integral part of the application forms.
The supporting evidence to be provided for the evaluation of the selection criteria is indicated under point 11.
 4.General description of the procedure:

Interested individuals (natural persons) are invited to submit an expression of interest in accordance with the rules set out in this notice.
The contracting authority will draw up a list of experts who meet the criteria set out under point 11.
Where a particular task as referred to in point 6 and relating to one of the fields described at point 7 is to be performed by an external expert, the contracting authority will assign the task to experts on the basis of their skills, experience and knowledge and in accordance with the principles of non-discrimination, equal treatment and absence of a conflict of interests.
The contracting authority will, in so far as possible, ensure that the experts are used in a balanced manner and with an appropriate rotation. Account shall be taken of the geographical origin, linguistic and professional profile of applicants. Whilst maintaining the principle of choosing the most qualified experts, the contracting authority will also seek to obtain a balance between men and women.
 5.Protection of personal data:

If the processing of your expression of interest involves the recording and processing of personal data (such as name, address and CV), such data will be processed pursuant to Regulation (EC) No 45/2001 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data. Unless indicated otherwise, your reply to this notice and any personal data requested are required for the purposes indicated above in point 4 and will be processed solely for those purposes by the contracting authority indicated in point 1. Your personal data may be registered in the early warning system (EWS) only or both in the EWS and central exclusion database (CED) by the Accounting Officer of the Commission, should you be in one of the situations mentioned in:

 6.Use of the list resulting from this notice:

The list resulting from this notice will be used exclusively for tasks to be carried out as described below, with a maximum threshold of 134 000 EUR of total payment per expert including remunerations and reimbursements for the whole duration of the call for expressions of interest as specified under point 9 of this call.
I) evaluating and facilitating the evaluation of proposals received in response to calls for proposals, procedures leading to award of direct grants or any other procedures set out in the annual work programmes of the DG HOME funds concerned;
II) evaluating and monitoring projects that may include the following tasks:
— evaluating project reports,
— evaluating project deliverables, outputs and results,
— project monitoring and on-site visits;
III) tasks related to the analysis and/or monitoring of funds, programmes or projects, such as drafting of reports, summaries, preparation of presentations and other materials required for the promotion of the funds, programmes or projects, participation in meetings with beneficiaries, contractors and other stakeholders;
IV) tasks related to the provision of analyses, opinions and specific advice to the Commission in the areas referred to in point 7; this may include an evaluation of the legal, social and economic dimension of these areas.
 7.Areas covered by the call for expressions of interest:

The contracting authority may need external assistance in the following areas:
1) ISF-P:
(a) promote and develop measures strengthening Member States' capability to prevent crime and combat cross-border, serious and organised crime including terrorism, in particular through public-private partnerships, exchange of information and best practices, access to data, interoperable technologies, comparable statistics, applied criminology, public communication and awareness raising;
(b) promote and develop administrative and operational coordination, cooperation, mutual understanding and exchange of information among Member States' law enforcement authorities, other national authorities, Europol or other relevant Union bodies and, where appropriate, with third countries and international organisations;
(c) promote and develop training schemes, including regarding technical and professional skills and knowledge of obligations relating to respect for human rights and fundamental freedoms, in implementation of European training policies, including through specific Union law enforcement exchange programmes, in order to foster a genuine European judicial and law enforcement culture;
(d) promote and develop measures, safeguards, mechanisms and best practices for early identification, protection and support of witnesses and victims of crime, including victims of terrorism, and in particular for child witnesses and victims, especially those who are unaccompanied or otherwise in need of guardianship;
(e) measures strengthening Member States' administrative and operational capability to protect critical infrastructure in all sectors of economic activity, including through public-private partnerships and improved coordination, cooperation, exchange and dissemination of know-how and experience within the Union and with relevant third countries;
(f) secure links and effective coordination between existing sector-specific early warning and crisis cooperation actors at Union and national level, including situation centres in order to enable the quick production of comprehensive and accurate overviews in crisis situations, coordinate response measures and share open, privileged and classified information;
(g) measures strengthening the administrative and operational capacity of the Member States and the Union to develop comprehensive threat and risk assessments, which are evidence-based and consistent with priorities and initiatives identified at Union level, in particular those that have been endorsed by the European Parliament and the Council, in order to enable the Union to develop integrated approaches based on common and shared appreciations in crisis situations and to enhance mutual understanding of Member States' and partner countries' various definitions of threat levels.
2) ISF-B:
a) Borders:
The development, implementation and enforcement of an integrated management system for external borders, e.g. the reinforcement of external border checks and surveillance systems; document security, identity management and the interoperability of acquired technical equipment; or the prevention and fight against cross-border crime at external borders relating to the movement of persons, including trafficking in human beings and human smuggling;
b) Visa:
The development and implementation of the common policy on visas and other short-stay residence permits, and of different forms of consular cooperation in order to ensure better consular coverage and harmonised practices on visa issuing;
c) IT:
The communication infrastructure, IT systems and equipment that support the common visa policy, border checks and border surveillance at the external borders including the biometrics systems with full respect of the personal data protection law;
3) AMIF:
a) Asylum: all aspects of the common European asylum system, including solidarity issues (resettlement, relocation) and its external dimension;
b) legal migration and integration: legal migration to the Member States including labour migration, integration of third-country nationals, special actions regarding vulnerable groups;
c) irregular migration with a special focus on return to and readmission in the countries of origin and transit, smuggling and trafficking.
 8.Place of delivery:

As required, tasks may be carried out at the contracting authority's premises, at any premises where an event organised by the contracting authority will take place, at the venue of the project activities including outside of the EU (when applicable) or remotely, using electronic communication tools.
 9.Duration of the call for expressions of interest and validity of the list:

The list resulting from this notice is valid for the DG HOME multiannual programme (2014–2020) and may be used for the implementation of tasks related to activities that have been initiated under this programme until 31.12.2021. Interested parties may submit an application at any time prior to the last 3 months of validity of the list, i.e. until 30.9.2021.
 10.Exclusion criteria and absence of conflict of interest:

Applicants shall be excluded from participation if:
(a) they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;
(b) they or persons having powers of representation, decision-making or control over them have been convicted of an offence concerning their professional conduct by a judgment of a competent authority of a Member State which has the force of 'res judicata';
(c) they have been guilty of grave professional misconduct proven by any means which the contracting authority can justify including by decisions of the European Investment Bank and international organisations;
(d) they are not in compliance with their obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
(e) they or persons having powers of representation, decision-making or control over them have been the subject of a judgment which has the force of 'res judicata' for fraud, corruption, involvement in a criminal organisation, money laundering or any other illegal activity, where such an illegal activity is detrimental to the Union's financial interests;
(f) they are subject to an administrative penalty referred to in Article 109(1) of the Financial Regulation (;
(g) they are subject to conflict of interest in connection with the call for expression of interest; a conflict of interest could arise in particular as a result of economic interests, political or national affinities, family or emotional ties or any other relevant connection or shared interest;
(h) they do not inform the contracting authority of any situation considered a conflict of interest or which could give rise to a conflict of interest;
(i) they granted and will grant, sought and will seek, attempted and will attempt to obtain, and accepted and will accept any advantage, financial or in kind, to or from any party whatsoever, where such an advantage constitutes an illegal practice or involves corruption, either directly or indirectly, inasmuch as it is an incentive or reward relating to the award of a contract or the inclusion of their name on the list.
Before signing a contract experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion.
 11.Selection criteria:

Experts to be placed on the list shall be selected on the basis of their professional and technical capacity to perform the tasks described in this call according to the following criteria:
a) the applicant shall be a natural person, not a legal entity;
b) the applicant should have a university degree or equivalent that enables the applicant to undertake postgraduate studies, and a minimum of 7 years of professional experience in the area(s) the applicant is applying for.
In the absence of a university degree or equivalent that enables the applicant to undertake postgraduate studies, the applicant should demonstrate that he/she has professional experience of a minimum of 12 years in the area(s) the applicant is applying for.

All the above requested selection criteria shall be assessed based upon the information applicants provide in the application form and annexes.
The full application package includes the following documents:
— a duly completed application form,
— a pdf version of an up-to-date (reflecting situation at the time of submitting the application) curriculum vitae (CV) in the Europass format (,
— legible copy of a valid personal identity card or passport.
A numbered list of documents (studies, papers, published articles) supporting the application may be included. Applicants should not attach copies of the studies, papers, published articles.

 12.Conditions of remuneration and reimbursement of experts:

Experts shall be remunerated at a fixed price of 450 EUR per day of work or proportionally adjusted if worked less than a full day. The equivalent of a 1-day workload will be indicated in the contract. The travel and subsistence expenses, if any, will be reimbursed under the conditions set out in the contract.
 13.'Ex post' transparency:

A list of experts (name and subject of the tasks executed) who have concluded a contract following the procedure set out at point 4 shall be published on the website of the contracting authority.
If an expert has concluded a contract of more than 15 000 EUR, the name, the locality (region of origin), amount, and subject of the contract shall be published on the website of the contracting authority no later than 30 June of the year following contract award. The information shall be removed 2 years after the year of contract award.
