Call for Tenders for Project of a Pricing Model for the Natural Gas Entry-Exit System for the Common Baltic-Finnish Market.
The National Energy Regulatory Authorities of Estonia, Latvia, Lithuania and Finland are asking for interested parties to prepare a tender on a project of which methodology from postage stamp, capacity weighted distance or matrix would serve as the most suitable option for Baltic-Finnish market and develop a methodology regarding its application in the region. The project will allow NRAs to make decisions about future transmission pricing in the Baltic-Finnish region.
Estonian Competition Authority, National Commission for Energy Control and Prices, Lithuania, Public Utilities Commission of Latvia and the Energy Authority of Finland have a task force of which has an objective to prepare Methodology for the pricing of gas transmission services in the region, as well as to approve inter-TSO compensation mechanism in the Baltic-Finnish market. This task force is seeking to propose which methodology from postage stamp, capacity weighted distance or matrix would serve as the most suitable option for Baltic-Finnish market and develop a methodology regarding its application in the region. The National Regulatory Authorities are thus issuing jointly this Call for Tenders and asking for interested parties to prepare a tender on a project. The project will allow NRAs to make decisions about future transmission pricing in the Baltic-Finnish region.
This project shall include two phases: an intermediate phase and a final phase. After the intermediate report, the NRAs shall make a decision on which model to be selected for further work, i.e. implementation plan and deeper analysis of the consequences of the selected model.
The intermediate phase shall include background section, an assessment of the different pricing models and executive Intermediate Report Summary. The final phase analysis should consist of at least dynamic price calculation tool with practical approach, assessment which entry/exit split would be most appropriate for the region, additional model construction, transmission pricing guidelines, other relevant dimensions assessment and executive Final report Summary. These tasks are specified more clearly in Call for Tenders.
This procurement process is carried out as joint procurement of Member States contracting entities as defined in 22.3 § in the Act on Public Procurement and Concession Contracts (1397/2016). The National Regulatory Authorities have concluded an agreement according to which Energy Authority is responsible for all the works related to the procurement process and the applicable legislation of the procurement process will be the national legislation of Finland.
