There are 88 sub distribution frame rooms for all the European Parliament's buildings in Strasbourg.
These rooms are divided up as follows:
— Louise Weiss Building:

The contract performance period is set at 374 working days, including withdrawal of reservations, from the date of dispatch of the instructions.

III.1)Conditions relating to the contract
III.1.1)Deposits and guarantees required:
No financial guarantee is required.
III.1.2)Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them:
Invoicing procedures are as follows:
— invoices will be based on periodic progress reports, drawn up on the last day of a given period, setting out the quantity of work done in this time and calculated using the bill of quantities and prices quoted by the contractor in his tender. Such periods must be at least 1 month long,
— progress reports must be approved by the project manager and enclosed with the invoice,
— for the final payment, the invoice will drawn up on the basis of the final detailed account and progress report approved by project management.
The sums due for performance of this contract are payable within 60 calendar days of the date on which the corresponding payment request is registered. This period includes approval of reports. The payment request will be registered by the relevant department at the European Parliament, referred to in paragraph 5, as soon as possible and will be deemed to have been received on the date of its registration. Payments are considered made on the date on which the European Parliament's account is debited.

Groupings of economic operators may tender providing they guarantee that their members are jointly and severally liable. This may involve an entity with or without legal personality: a consortium, a private agreement or any other appropriate form of cooperation. Prior to contract signature, the European Parliament reserves the right to request that the grouping awarded the contract assume a specific legal form if this is necessary for satisfactory performance of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers
Information and formalities necessary for evaluating if the requirements are met: participation in this invitation to tender procedure is open on equal terms to all natural persons, legal entities and public bodies who fall within the scope of the treaties — particularly all natural persons, legal entities and public bodies from a Member State of the European Union — and to all natural persons, legal entities and public bodies of non-member countries which have entered into a special agreement with the European Union in the public procurement field, under the conditions laid down in this agreement.
The European Parliament requires tenderers to have the administrative authorisations necessary to perform the activity involved in the contract in accordance with national law.
In particular, the European Parliament requires the following authorisation:
— entry on the trade and companies register.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: the electronic documents and scanned copies of the following documents so that the European Parliament can assess economic and financial capacity:
— copy of your annual accounts, published in the annual report and audited or, failing such obligation, certified exact and sincere by a representative of the tenderer, for the past 2 financial years for which accounts have been closed, as a minimum,
— proof of valid professional risk insurance cover.
Minimum level(s) of standards possibly required: economic and financial capacity will be assessed on the following criteria:
— minimum annual turnover of 6 000 000 EUR, realised in the field covered by the contract to be awarded, over the past 2 financial years for which accounts have been closed, or, in the case of an economic grouping, a minimum annual turnover of 3 000 000 EUR, realised in the field covered by the contract to be awarded, over the past 2 financial years for which accounts have been closed, for each grouping member,
— professional risk insurance cover.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
electronic documents and scanned copies of the following documents so that the European Parliament can assess technical and professional capacity:
— details of the qualifications of the proposed manager of operations: training, experience and the 3 references to general contracting works contracts as Head of Operations,
— list of works performed over the past 5 years, with details of their values, dates and locations; the list of major works will need to be accompanied by certificates of satisfactory performance, stating whether they were duly completed to a good professional standard (Annex I to be filled in),
— description of the delivery network for the materials, technical equipment and tools used by the company to carry out the contract,
— Qualibat or equivalent certificates drawn up by independent bodies attesting that the economic operator complies with the quality assurance standards relating to the quality assurance systems based on the series of European standards in the field and which have been certified by recognised bodies. If tenderers do not have these certificates or cannot obtain them within the time limits set, the European Parliament will also accept other evidence of equivalent quality assurance measures provided by them,
— certificates drawn up by independent bodies attesting that the tenderer complies with the environmental management standards or systems relating to the EU's eco-management and audit scheme ('EMAS') or other environmental management standards based on European or international standards in the field and which have been drawn up by recognised bodies. The European Parliament recognises equivalent certificates from bodies based in other Member States. It shall also accept other evidence produced by the tenderer of equivalent measures relating to environmental management.
Minimum level(s) of standards possibly required:
the European Parliament requires tenderers to have the following technical and professional capacities:
— 3 or more works projects, similar to the works in this contract, each with a value of at least 300 000 EUR performed during the past 5 years,
— the manager of operations must have at least 10 years' experience in managing projects similar to the one in this contract and he must have monitored at least 3 similar projects, each with a value of at least 200 000 EUR as Head of Operations,
— staff qualified to perform works under the contract and staff trained to work in subsection 4 in the asbestos field,
— certification in accordance with the quality management standard ISO 9001 or equivalent or, if they have no certification from an approved body, a solemn declaration certifying that they have an equivalent in-house quality system,
— certification in accordance with the EMAS/ISO 14001 environmental management standard or equivalent or, if they have no certification from an approved body, a solemn declaration certifying that they have an equivalent in-house quality system,
— an equipment delivery network and a stock of tools ensuring performance of the tasks in the following country: France, region: Alsace.

The European Parliament will organise 2 site visits which will take place on 13 and 14.11.2014 (9:30) on its premises in Strasbourg. Up to 2 representatives per company may attend. To prepare your pass, please provide, by e-mail or fax to the address given below, 2 working days prior to the first date for the site visit, your company name and the name, position, identity card number and date of birth of the participants. Your representatives must carry a valid form of identification.
Once your representatives have been accredited, the European Parliament will provide you with the access procedures and the location of the meeting point and invite you to 1 of the 2 visits.
The European Parliament will compile a report at the end of both site visits, which will be annexed to the document providing additional information below. Any travel costs relating to the site visit are to be borne by tenderers and will not be reimbursed by the European Parliament.
Participation in 1 of the 2 site visits is mandatory: only those who attended will be permitted to tender. Your participation in 1 of the 2 site visits will be confirmed by you signing the attendance list.
