The Paddington Bakerloo Line Link Project will create a new deep level passenger link between the Bakerloo Line platforms and the new Crossrail station at Paddington (approximately a distance of 100 metres).

II.2.1)Total quantity or scope:
The delivery of a new Crossrail station at Paddington will generate a high volume of passengers wishing to interchange with London Underground's Bakerloo Line. It is a requirement of the Crossrail Act that a new direct link from the Crossrail platforms to the Bakerloo Line platforms is created.
This project comprises the design and build of a deep level passenger link for which the design of the project has progressed to a RIBA Stage E. London Underground is seeking to prequalify entities (single company or consortium) best able to bring innovative ideas forward to identify and deliver significant cost reduction, risk elimination and mitigation risk, programme optimisation, delivery of the project economically and efficiently and other benefits that may exist and to appoint a single entity with the capability and capacity to provide support to the on-going development and delivery of the project including, but not limited to:
1. Design and design assurance of civil engineering, tunnelling, drainage, fit out (lifts & escalators, signage, fire, mechanical, lighting, power, communications);
2. Construction of civil engineering, tunnelling, drainage, fit out (lifts & escalators, signage, fire, mechanical, lighting, power, communications);
3. Construction site logistics, methodology and management;
4. Necessary utility diversions and enabling works;
5. Project Management (management of project, programme, cost & commercial, risk, value management, logistics, stakeholders).
The scope of the proposed works may encompass other related activities and/or omissions as the project develops which will not be subject to a separate contract notice.
This high profile project is to be carried out at one of the busiest stations on the network, in the vicinity of busy roads and through routes for traffic and significant heritage properties, whilst minimising disruption as far as practicable to passengers and neighbours.

A Parent Company Guarantee and / or Performance Bond will be required.

Tenders and supporting documents shall be priced in GB pounds sterling. Payments under the Contract will be made in GB pounds sterling and will be by means of electronic fund transfer. The terms and conditions of payment will be set out in the Invitation to Tender documents.
III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
No special form is required but in the event of a group of contractors submitting an acceptable tender and meeting the criteria for award, it will be necessary to provide an undertaking that each company will be jointly and severally responsible for the due performance of the contract. In addition, it should be noted that the Contracting Entity will place a high degree of importance on clarity of interface with the economic operator.

Description of particular conditions: It is anticipated that the contract will be NEC3 Option C (Target Cost with Activity Schedule) with appropriate 'Z' clause modifications and Secondary Options. Full details will be given in the Invitation to Tender documents.

1. The works may be provided to any TfL body or subsidiary company. Any one of these entities may be the Contracting Entity. Further information on TfL may be found at;

2. As the project develops the scope of the proposed works may encompass other activities and/or omissions in relation to the identified activities which will not be subject to a separate contract notice;
3. All communications, discussions and meetings will be conducted in English;
4. Further to Item II.1.8 the Contracting Entity envisages that the contract will be awarded as a single project to one bidder but the Contracting Entity reserves the possibility of sub-dividing the contract into lots;
5. Participants submitting an expression of interest will be required to complete and submit a duly completed prequalification questionnaire by 25 November 2013;
6. The Contracting Entity reserves the right to withdraw from the procurement process and/or not to award any contract as a result of this contract notice;
7. The Contracting Entity shall not be liable for any costs or expenses incurred by any candidates in considering and/or responding to this contract notice or during the procurement process;

The standstill period, which will be for a minimum period of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
