Promoting Lifelong Learning of Adults Through CVET Systems and Upskilling Pathways
The subject of this invitation to tender is to conclude two service contracts for the acquisition of services to develop two studies aimed at supporting lifelong learning through upskilling pathways and through the development of CVET systems that provide all individuals the opportunity to be and remain employable, manage transitions in the labour market and actively contribute to the well-being of society.
Strategies and Partnerships for CVET – Towards Systems for Learning Conducive Work Environments and Learning Intensive Working Lives
Lot 1 aims at identifying approaches/strategies leading, in the long-term, to CVET systems underpinned by learning conducive work environments and learning intensive working lives and by a shift in enterprises’ and people’s attitude and behaviour towards CVET.
Thematic Country Reviews (TCRs) on Upskilling Pathways for Low Skilled Adults
Lot 2 addresses the development of systematic, coordinated and coherent approaches to lifelong skill development, upskilling and reskilling of low skilled adults through in-depth reviews of countries’ approach to the implementation of the Recommendation on Upskilling Pathways in two volunteer countries.

Cedefop's premises in Thessaloniki-Greece. The 'local time' mentioned above shall be understood as Greek local time (UTC+3 at the date of the opening).
Each tenderer may be represented at the opening of tenders by maximum 2 representatives. The names of the persons attending the opening must be notified in writing by email (C4Temail@example.com) at least 3 working days prior to the opening session. Failing that, Cedefop reserves the right to refuse access to its premises.
Section VI: Complementary information
In point IV.2.2) - 'Time limit for receipt of tenders', local time must be understood as Greek local time (UTC+3 at the date of submission of offers).
Within 2 months of the notification to the plaintiff, or, in absence thereof, of the day on which it came to the knowledge. A complaint to the European Ombudsman does not have as an effect either to suspend this period or to open a new period for lodging appeals.
