TfL operates and enforces a number of road user charging schemes and also enforces red routes, moving contraventions and parking contraventions, which together contribute to the realisation of the Mayor’s Transport Strategy. European debt recovery services are important to the enforcement of these schemes.
An individual who fails to comply with the relevant scheme rules or any traffic enforcement regulations, results in a Penalty Charge Notice (PCN) being issued to the registered keeper of the vehicle Where a PCN remains unpaid and the vehicle is registered overseas, TfL does not have access to a mechanism for identifying the address of the person legally responsible for contraventions issued within TfL’s area of highway authority. A debt collection service must be provided for foreign registered vehicles that incur penalty charges.
