The aim of FinEst Link, WP3 Technical concept and economic assessments report is to find a technical solution for the tunnel between Helsinki and Tallinn so that
— all the proposed solutions are technically feasible and economical
— all the costs are taken into account
— the life cycle and maintenance of constructions are taken into consideration
— the solutions are sustainable when it comes to safety and risk management
— the environmental and cityscape requirements are taken into consideration
— the requirements concerning traffic are taken into consideration.

Procurement for FinEst Link WP3 Technical concept and economic assessments designer services assignment. The report contains, i.a. following tasks:
— Train operation concept
— Planning of location and functionality of train terminals in Estonia and Finland
— Planning of Tunnel geometry, construction, maintenance
— Investment, maintenance and operation costs
— Additional functions of the Tunnel
— Cursory Environmental Assessment.
A restricted number of candidates will be chosen in order to find a service provider with very wide experience and with appropriate expertize available in his company. The selection criteria in the invitation to tender are diverse, which means a massive workload for the customer at the stage of tender evaluation.

Foreign companies shall submit the clarifications both in original and translated into English or Finnish. An authorised translator shall make the translations, and, furthermore, the certificates issued by foreign Authorities shall be adequately legalized.
