III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

the tenderer must be enrolled on the appropriate professional or trade register, except in the case of an international organisation;

for groupings of economic operators, each member shall provide proof as regards its legal and regulatory capacity.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

tenderers shall submit the financial statements (balance sheets, profit and loss accounts and any other related financial information) or extracts thereof covering at most the last 3 financial years for which accounts have been closed at the time limit for submission of tenders.

Minimum level(s) of standards possibly required:

tenderers must provide proof of a minimum annual turnover of 300 000 EUR during the last 3 financial years for which accounts have been closed at the time limit for submission of tenders, in the field covered by this contract.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

tenderers shall submit any relevant documentary evidence.

Minimum level(s) of standards possibly required:

tenderers must provide proof:

— of performance, during the 3 years prior to the time limit for submission of tenders, of at least 1 contract for the disposal and treatment of the following types of waste:

• waste paper and cardboard,

• organic waste,

• medical waste,

• batteries.

The tenderer needs to submit at least 1 reference per type of waste. For each reference given, he shall provide the following elements:

• description and location of the building with details of the total surface area,

• short description of the services provided,

• certificate of compliance with contractual terms drawn up by the customer,

— that the company has a quality management system of type ISO 9001 (or equivalent in the tenderer's country of origin) or certified equivalent,

— that the company has an environment management system of type EMAS, ISO 14001 (or equivalent in the tenderer's country of origin) or certified equivalent,

— that they have the following approvals:

approval issued by the IBGE as approved collector in the Brussels-Capital Region for waste disposal;

approval issued by the IBGE or equivalent from authorised waste treatment centres.

A mandatory site visit will be held on 9.11.2016 (10:00).

The meeting point will be at the entrance to the accreditation centre of the Altiero Spinelli Building in Brussels.

Any economic operator obtaining the invitation to tender documents concerning this contract may take part in the site visit. In any event, economic operators wishing to take part should confirm via e-mail (inlo.ao-bru@ep.europa.eu) 2 working days before the visit, giving details of the company name and the name, position, identity card number and date of birth of the participants. Representatives must carry a valid identity document.

European Parliament.

No more than 2 representatives per economic operator may attend. At least 1 representative per economic operator must attend, on pain of exclusion.

Tenders submitted by economic operators who did not attend the mandatory site visit will be deemed non-compliant.
