 7.Contract description

The TRANSIT programme is financed under the 11th EDF National Indicative Programme as part of the European Union's exit strategy for the transport sector. It contributes to Goal 9 of the Sustainable Development Goals (SDGs).
The technical assistance mobilized will contribute to improving the governance of the transport and public works sectors by supporting the operationalization of recent or reactive structures in terms of road maintenance, road safety and technical control. As an indication, the structures could be: the National Laboratory for Construction and Public Works, the Road Agency, the Road Enterprise Support and Monitoring Centre (Centre d'appui et de suivi des entreprises routières-CASER),
the Road Safety Observatory, the National Centre for the Environment and Safety for Cars -(Centre national pour l'environnement et la sécurité pour les automobiles - CNESA) - (technical control training centre) and the National Directorate for Land Transport.

Annex IV to the Partnership Agreement between the members of the African, Caribbean and Pacific Group of States of one part, and the European Community and its Member States, of the other part, signed in Cotonou on 23.6.2000 as amended in Luxembourg on 25.6.2005 and in Ouagadougou on 22.6.2010. Reference is made to Annex IV as revised by Decision 1/2014 of the ACP-EU Council of Ministers of 20.6.2014.
Please note that after the withdrawal of the United Kingdom from the EU, the rules on access to the procurement procedures of economic operators established in third countries will apply to candidates or tenderers of the United Kingdom or based on the outcome of the negotiations. If such access is not provided for by the legal provisions in force at the time of contract award, the candidates or tenderers of the United Kingdom could be excluded from the procurement procedure.
