The Government of the Republic of Macedonia has applied for a loan from the Council of Europe Development Bank toward the cost of the Rehabilitation of Health Provider Institutions - Phase II.
The award of this specific bid shall be subject of the provision of funding to the Ministry of Health through the conclusion of a Framework Loan agreement between the Council of Europe Development Bank and the Ministry of Health of Republic of Macedonia. Employer reserves the right to cancel the bid before the final contract is signed or to cancel the award procedure without the candidates or bidders being entitled to claim any compensation. If the bid procedure is cancelled before the bid opening session, the sealed envelopes will be returned, unopened, to the Bidders. In no event will the Employer be liable for any damages whatsoever including, without limitation, damages for loss of profits, in any way connected with the cancellation of a bid procedure, even if the Employer has been informed of the possibility of damages. Publication of a contract notice does not commit the Employer to implement the programme or project announced.

4.Description of the contract
Construction Works on the University Clinical Centre “Mother Teresa” Skopje. The Project Implementation Unit intends to select contractor for Construction Works on the University Clinical Centre “Mother Teresa” Skopje, under FIDIC Pink Book: Harmonised Edition of the Red Book.
5.Number and titles of lots
The contract is not divided into lots.

Terms of participation

6.Eligibility and rules of origin
Participation is open to all legal persons participating either individually or in a grouping (Joint Venture) of bidders.
7.Number of bidders
Bidders may submit only one bid. Bids for parts of a works will not be considered. Bidders may not submit a bid for a variant solution in addition to their bid for the works required in the bid dossier.
8.Bid guarantee
Bidders must provide a bid guarantee in the amount of 2.000.000,00 EUR when submitting the bid. This guarantee will be released to unsuccessful bidders once the bid procedure has been completed and to the successful bidder(s) upon signature of the contract by all parties.
9.Bid validity
Bids must remain valid for a period of 120 days after the deadline for submission of bids.
10.Period of implementation of tasks
The implementation period from commencement date is 45 months, followed by a 24-month Defect Notification Period.

12.Award criteria
The sole award criterion will be the price. The contract will be awarded to the administratively and technically compliant bid with the lowest price.
