South Tyneside Council (STC) is looking to conduct a procurement exercise which will result in the establishment of a Framework on behalf of NEPO Local Authorities and other
NEPO Associate Members for the Supply & Delivery of Building Materials which fully meets the requirements of Contracting Authorities. This agreement will also be made available to all NEPO Members Authorities.

Access to the Framework will be subject to the approval of NEPO. This may incur a fee. Any Organisation able to access this Framework will be referred to in the tender documentation as a Contracting Authority. The Framework will be available for use by all NEPO Authorities and Associate Members.

The Council (as lead Authority for the North East Procurement Organisation (NEPO)) is seeking to award a framework for the supply and delivery of Building and Civil Materials.
The framework will be split into two geographical areas North (Northumberland to Sunderland) and South (Durham to Redcar & Cleveland) of the region. There will be a set of North Lots 1-11 with the participating North of the region authorities' requirements included and also a set of South Lots 1-11 with the participating south of the region authorities' requirements included.
The framework will be tendered using these lots and, suppliers can submit a tender for one or more lots or sub-lots. The three highest scoring suppliers (meeting the required score threshold) will be ranked on each Lot and Sub-lot.
The contracting authorities also reserve the right to run mini competitions (evaluated 100 % on price) within each lot and sub-lot at any time during the framework period. This process could be utilised for specific projects i.e. South Tyneside Decent Home programme or Asset Management projects.
