Bournemouth Christchurch and Poole Council (BCP Council) seeks tenders to create a framework for the supply of plumbing materials and above ground drainage (including bathrooms) to enable the undertaking of responsive, planned and project works across a variety of properties, both Council and privately owned. The top 3 suppliers will be awarded a position on the framework.

Under this framework the Council will ‘call-off’ under 2 options; direct award and mini competition. The direct award standard ‘call-off’ contract will be awarded to the supplier ranked first for the first 2 years of the contract. Direct awards will be reopened at a predetermined time prior to the 2-year point in the contract and all suppliers on the framework will be asked to submit a new pricing submission.

Where the Council has a specific requirement in ordering products for bulk orders and pre-ordered plot packs for core products, it will run a mini competition for all suppliers on the framework.

The successful suppliers will be expected to source and supply all plumbing materials required to fulfil the deliverable requirements unless specifically agreed between BCP Council and the supplier.

The Council has identified a list of required products that they expect the supplier to keep in stock at all times and delivered to site within the specified parameters.

Any department or trading entity within the authority or its trading remit will be able to create individual accounts for invoicing purposes and benefit from the trade rates and commercial support being made available within the contract.

This contract is for a fixed contract term of 4 years. It is anticipated that the contract will start on 1.11.2019.

Tender submissions must be by way of completion and submission of the standard selection questionnaire (in accordance with the requirements set out in the standard selection questionnaire) and tender by the date and time specified in Section IV2.2. The Council reserves the right not to accept tender submissions that are received after the deadline.

Bidders are encouraged to submit their submissions well in advance of the stated date and time in order to avoid technical difficulties with the electronic system that may occur due to the high volumes of traffic attempting to submit applications on the same date and time.
