Section II: Objet
The Provision of Legal Services APUC.
Provision of Legal Services covering the following specialist areas:
Property and Estates;
People / HR Matters;
Commercial-Business technical expertise including but not limited to:
EU Purchasing and Other contract law;
Commercial corporate governance;
Banking, finance and insurance;
Bond Issuance, mergers and acquisitions;
Academic research (including grants) & research originated knowledge transfer;
The Authority reserves the right to extend the Framework Agreement for a further 1 x 12 months subject to satisfactory performance and continued Institutions requirements.
Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
Property & Estates
Property and Estates technical expertise including but not limited to the following:
Landlord and tenant law;
General estate management issues;
Major building projects;
Construction and Engineering;
The Authority reserves the right to extend the Framework Agreement for a further 1 x 12 Months subject to satisfactory performance and continued Institutions requirements.
People / HR Matters
People / HR technical expertise including but not limited to the following:
Employment dispute resolution including tribunals;
Employment contracts and policies;
UK Visas and Immigration matters;
Equality and diversity;
Health and safety;
Pension law and advice;
Student support and regulatory matters;
Freedom of Information;
Fair Working Practices.
Charity technical expertise including but not limited to the following:
Fund-raising and sponsorship;
Constitutional and parliamentary issues (including bulls, charters and statutes);
Charity corporate governance.
International Taken to mean ‘UK/EU-based organisations working Internationally’ technical expertise including but not limited to the following:
Public International Law;
Law of the Sea;
International Criminal Law;
International Humanitarian Law;
International Human Rights Law;
Private International Law;
One-Stop-Shop Scope of expertise requested includes the foregoing descriptions under General Commercial, Property, People Matters, Charity and International above.
Section III: Renseignements d’ordre juridique, économique, financier et technique
The bidder is enrolled in the relevant professional or trade registers kept in the Member State of its establishment (as described in Schedule 5 of the Public Contracts (Scotland) Regulations 2015): Law Society of Scotland.

Bidders must confirm they can provide the following supporting evidence prior to award:
Employer's (Compulsory) Liability Insurance = GBP 5 Million. Public Liability Insurance = 5 000 000 GBP.
Professional Liability Insurance = 2 000 000 GBP.

The successful Contractors will be required to provide 2 years audited accounts, or equivalent if awarded to the Framework Agreement.
There are no technical and professional ability minimum standards related to this Framework.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
This Framework is for the provision of Specialist Legal Services therefore sub-contracts will be unlikely to be utilised.
