NEPO508 Vendor Neutral Managed Service for Temporary Agency Workers
The Association of North East Councils Trading as the North East Procurement Organisation (NEPO) Framework Contract Award for a Vendor Neutral Managed Service for Temporary Agency Resourcing. The single supplier solution will provide for all types of temporary agency resource across a number of supply categories on behalf of NEPO Members and NEPO Associate Members. The successful supplier will source and manage the effective provision of Temporary Agency Resource across all service areas and for all assignments; this will be up to 24 hours a day, 7 days a week, 365 days a year and across all skill sets as required.
The Framework Contract for a Vendor Neutral Managed Service for Temporary Agency Workers to be made available for use by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Public Contracts Regulations 2015) including but not limited to Government Departments and their Agencies, Non-Departmental Public Bodies, Central Government, NHS Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords and Registered Charities who have a need for temporary worker resourcing. The Framework Contract will operate as a sole supplier, which will be accessed via Direct Award only. Associate Members may choose to accept the solution pricing based on that provided by the Tenderer for Member Authorities, or alternatively they may provide data specific to their own situation for which the Managed Service Provider will supply them with a tailored price. This price can improve upon, but should not exceed that agreed for Member Authorities at contract award. In accordance with the Framework Agreement, each Contracting Authority will enter into a Call-off contract. The Call-off contract will be based on the terms and conditions of the Framework Agreement, between a Contracting Authority and the Supplier. Call-off Contracts must be signed and returned to NEPO before the Framework Contract commencement date.
It is anticipated that this Framework Contract will be utilised for funded projects including but not limited to the European Regional Development Fund.

NEPO is a Central Purchasing Body as defined in the Public Contract Regulations 2015 (PCR15). This means that NEPO may provide central purchasing activity on behalf of Contracting Authorities. The agreement will be available for use by all NEPO Members. A list of member organisations is available in the About section of the NEPO website at www.nepo.org
This agreement will also be made available to all current and future NEPO Associate Members. Current Associate Members are listed in the Associate Member section of the NEPO website at www.nepo.org/associate-membership/list
