The purpose of the contract is the chartering of offshore fisheries patrol vessels by EFCA.
For Lot 1 two vessels must be offered;
For Lot 2 one vessel must be offered.
The vessel will be deployed primarily as a fisheries patrol vessel, i.e. a platform from which the monitoring, boarding and inspection of fishing vessels and related support and transport vessels will be conducted in International, EU and waters of non-EU countries by authorised fisheries inspectors. In view of possible multipurpose operations in the framework of European cooperation on coastguard functions, the vessel may also be deployed for operations other than fisheries inspection and control. In particular, multipurpose operations may consist of, inter alia, providing assistance and support during search and rescue situations, pollution response and ensuring the enforcement of applicable legislation.

Two offshore fisheries patrol vessels primarily be deployed in the EU Waters, as well as in areas covered by Regional Fisheries Management Organisations (RFMOs) in the North Atlantic Ocean, in North Atlantic European Union waters and, if authorised, in waters of non-EU countries.

In order to ensure effective competition in the award of the FWC and as the normal four years duration may not be sufficient to provide a return on investment for the contractor, the length of the FWC is set at 6 years. This is of significance as any expenses made during the preparation phase to meet the requirements under Table G.2.II of Annex G are to be borne solely by the successful tenderer.
