This was a procurement conducted under the LTR for services specified in of the Public Contracts Regulations 2015. The procurement exercise was conducted in accordance with the information contained in the contract documents. Further to Paragraph 3 of the Best Value Statutory Guidance issued by the Secretary of State for Local Government in September 2011, the Council and the CCGs consulted current and potential providers, education and health professionals and service users of these services about options for the future delivery of the service and to explore plans further and to discuss how best to integrate social, environmental and economic considerations into the procurement in line with the Public Sector (Social Value) Act 2012. The Council incorporated a standstill period at the point when information on the proposed award of the contract was communicated to tenderers. The standstill period provided time for unsuccessful tenderers to challenge the award decision before the Contract was entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations could take action in the High Court(England, Wales and Northern Ireland).
