The Department for Work and Pensions (DWP) intends to put in place a contract for the provision of off-site transcription and typing service.
Use of the contract will be open to other DWP business areas and other contracting authorities may potentially utilize the service as required where they have specific secure off site requirements.
However, the majority of this work is expected to comprise of Fraud Interviews under Caution which are used in evidence for prosecution.
It is envisaged that the duration of this Contract will be for four (4) years.
Estimated cost excluding VAT:

The service will be required to interface with DWP IT systems and include the technology necessary to enable mobile Interviews under Caution.
This Transcription service will be required for circa 1.1 million minutes per annum and will primarily be transcription of English to English, with some limited Welsh to Welsh transcription.
It is important to note that Written Translation of Foreign Languages and Interpreting services are not in scope for this procurement.
Potential Providers must have the capacity and capability to securely receive, manage and produce accurate transcripts from a variety of sources within DWP. DWP security stipulates that the service is provided from secure office premises within the UK.
As part of the delivery of DWPs 2020 Vision of being ‘Digital By Default’ , the DWP is committed to delivering innovative, cost effective services to its customers, whilst developing excellent supplier and stakeholder relationships and increasing the use of digital solutions to interact with citizens and stakeholders to deliver its business objectives.
With increased digitalisation of DWP services by 2020, there will be an increased emphasis on use of data and analytics to inform fraud and error, moving further towards ‘The Prevent Agenda’. DWP are looking for collaboration and flexibility to drive value, benefits and savings through innovation and industry best practice to deliver opportunities to achieve high levels of automation.
The Purpose of this PIN is to:
— Gauge market interest in this procurement; and
— Identify potential providers who would like to participate in a pre-market engagement event
— Communicate our proposed requirements and encourage suitable potential providers to participate in our consultation exercise and make contact with DWP
— Suitable potential providers are defined as those with the capability and capacity to provide the services detailed in this section (V1.2)
The Pre Market Engagement event will:
— explain the business strategy and requirements;
— provide details of the procurement strategy;
— provide an opportunity for potential provider engagement and consultation; and
— provide an opportunity for potential provers to engage, ask questions and seek feedback on the proposed approach.
DWPs intention is to award a single contract. However, the scope and structure of this procurement will be further developed following market and stakeholder engagement and may change as a result of this ongoing activity.
DWP will host a Supplier/Industry Day event, known as a ‘Boot Camp’ in order to gain market and potential provider awareness, engagement and opinion on the proposed agreement. It is intended that this will be held at Birmingham Five Ways House on 2.11.2016.
