Leicestershire County Council (the Council) is seeking to identify and appoint one contractor to provide a CCTV and root cutting top up service on highway drains located in the county. The service will be carried on highway drains 150 mm diameter and above, generally not more than 2,0 m deep and located in and around the Councils highways network.

The service consists of providing the following teams to work on the Councils highway drainage network:

— CCTV survey team,

— hydraulic root cutting with Jet/vacuumation units,

— robotic root cutting at locations where hydraulic root cutting has not proved satisfactory,

— temporary traffic management on roads up to and including 30 mph and not requiring traffic lights for safe working. The employer provides all other traffic management.

Leicestershire County Council (LCC) will incorporate a minimum of 10 calendar days standstill period at the point of information on the award of the contract is communicated to tenderers. Applicants/tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/tenderer was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into, the court may order the setting aside of the award decision or order for any document to be amended. The purpose of the standstill period referred to above is to allow the parties to apply to the courts to review the award decision before the contract is entered into.
