Within 10 (ten) days from the date of publication of the contract award decision, unsuccessful bidders may request a written explanation of the grounds for non-acceptance of their bids or file an appeal.

Purchaser will respond to the bidder in a timely manner in writing and send copies of the request and decision on the appeal to the bank.
