II.2.4)Description of the procurement:

The JRC Karlsruhe is one of the 6 scientific sites of the Joint Research Centres of the European Commission (JRC) and is the headquarters of the Scientific Directorate for Nuclear Surveillance and Safety. It is located on the North Campus of the Karlsruhe Institute of Technology (KIT) in Karlsruhe, Germany. More information can be found at https://ec.europa.eu/jrc/en.

The JRC plans to expand the existing television monitoring system. With the aim of creating performance reserves for future expansions of the system, the operator is planning a (1) hardware and software modernisation of the server, storage and operating and monitoring level as well as (2) expansion of the network level and (3) adaptation of the interfaces to the hazard detection system and the hazard management system of the television monitoring system.

The contract shall cover access to and processing and/or storage of classified information classified as ‘RESTREINT UE/EU RESTRICTED’, to which Decision (EU, Euratom) 2015/444 and its implementing rules shall apply. This corresponds to the German classification level VS — NUR FÜR DEN DIENSTGEBRAUCH (for office use only).

Special security requirements are part of the contract (confidentiality clause annexed to the contract). Subcontracting is subject to prior written approval by the contracting authority and compliance with all safety regulations by the subcontractor and its employees.
