The Contracting Authority wants to enter into Framework Agreements for visual communication and publication services for Statsministeren's kontor [the Office of the Prime Minister], 15 ministries and DSS [the Norwegian Government Security and Service Organisation]. The assignment is divided into 5 lots:

— Visual communication for minor concepts (Lot I) (parallel Framework Agreement with up to 5 tenderers),

— Visual communication for major concepts (Lot II) (parallel Framework Agreement with up to 3 tenderers),

— Printing services (Lot III) (Framework Agreement with 1 tenderer),

— Special production for minor concepts (Lot IV) (Framework Agreements with 1 tenderer),

— Special production for major concepts (Lot V) (Framework Agreements with 1 tenderer).

The contract comprises Framework Agreements for Visual Communication of minor concepts.

The contract shall cover design, layout, photos, illustration, interactive elements etc. based on the requirements set in the individual assignment. The tenderer shall ensure comprehensive concepts and ensure educational accessibility of messages and manuscripts (texts and documents) for publication in multiple types of media, analogue and digital surfaces.

The contract shall cover design of design profiles and publication in multiple types of media, digital and analogue surfaces as well as advising of correct media choices for the assignments etc. Tenderers must be able to safeguard the idea process, development and delivery of visual communication of major communications assignments and have knowledge of the media market.

Section III: Legal, economic, financial and technical information

III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

Requirement: Paid taxes and duties.

Documentation: Certificate, not older than 6 months, confirming that the tenderer has fulfilled his tax, social security and VAT obligations. The certificate can be ordered and obtained from Altinn from the separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no. The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be a legally established company.

List and brief description of selection criteria:

Requirement: Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation: A credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.

III.1.3)Technical and professional ability
List and brief description of selection criteria:

Requirement: At least three — 3 — deliveries in recent years with relevance to this assignment/delivery. Relevance means equivalent assignments to those included in this competition.

Documentation: Reference list of the tenderer's deliveries in recent years with relevance to this assignment, stating the name of the Contracting Authority, value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: Professional competence to implement this type of assignment.

Documentation: A description of the tenderer's professional competence, including education and professional qualifications.

Requirement: The capacity to implement this type of assignment.

Documentation: A description of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.

Requirement: Environmental management measures. To ensure compliance with the contract's environmental requirements, the tenderer is required to have procedures for quality assurance and the goods and services included.

Documentation: Give an account of the environmental management measures.
