The purpose of the assignment is to support the development of University of Sarajevo campus as a bankable investment through the formulation of the urban regeneration project including a programme of priority investments for EIB financing. The services are divided into two contractual phases. Phase 1 comprises the Component 1 (Revision of the existing Master Plan – planning stage) and Phase 2 comprises the Component 2 (Revision of the Master Plan – design stage) and Component 3 (Feasibility Study). Expected duration of each contractual phase is 6 months and Phase 2 commencement is conditional, subject to EIB confirmation. Estimated contract implementation period is 12 months, excluding deliverables and reports review and approval period, and time required to approve the possible start of Phase 2. The service provider is expected to mobilise 2 senior experts specialised in urban planning and architectural design as well as other punctual ad-hoc expertise on a short term basis.

Description of renewals:
The contracting authority may, at its own discretion and subject to the availability of funding and satisfactory performance by the service provider, extend the scope and duration of the contract. Such extension in time shall be not exceeding 50 % of the initial duration of the contract and a budget increase shall be not exceeding 50 % of the initial contract value.
