The Police and Crime Commissioner for Staffordshire (the ‘Commissioner’) with the agreement of the Chief Constable of Staffordshire Police is seeking an innovative private sector partner (a ‘Strategic IT Partner’) to participate in a new strategic partnership arrangement (the ‘Strategic IT Partnership’). The Strategic IT Partnership will be established with the Commissioner and may also extend to other local government and public organisations as listed in Section VI.3 (‘Participants’) by direct participation in the Strategic IT Partnership, and/or through the provision of services to such Participants by the Strategic IT Partnership. Such services may include, but are not limited to, the following:
— improvement to the capacity and capability of existing IT services and products in a cost effective manner;
— augmenting resource on existing ‘work in progress' IT projects;
— transitioning of the old IT environment to the new; and
— delivery of a highly innovative new target IT environment.
The Commissioner is seeking to partner with an IT services organisation with the ability to innovate and radically improve the provision of end services delivered by Staffordshire Police and its partner organisations.
The Commissioner is willing to consider all appropriate delivery vehicles to operate the Strategic IT Partnership. Bidders will be invited to present solutions as to how it will deliver a Strategic IT Partnership within the parameters set by the Commissioner. If the proposed solution is a corporate entity, appropriate additional documentation will need to be entered into with the Strategic IT Partner. The Commissioner will then enter into an appropriate form of agreement with the Strategic IT Partner through which the services will be delivered. The Commissioner and other Participants may contract with the Strategic IT Partnership for the delivery of specific projects following a process which will be set out in such agreement.
Bidders may bid for this opportunity as: i) a single supplier; ii) a lead supplier with a supporting supply chain; or iii) a consortium of suppliers. For clarity, whatever the bidder‘s proposed structure is, the Commissioner will require a single entity with whom to form the final contractual relationship.

II.2)Quantity or scope of the contract
II.2.1)Total quantity or scope:
The value and the scope of the contract will be subject to the development of the projects under the Strategic IT Partnership, the duration of the contract and the inclusion of any other Participants.
Although not guaranteed, the estimated value of the contract over the life of the Strategic IT Partnership is between 150 000 000 GBP (in respect of the services to be provided to the Commissioner only) and 450 000 000 GBP if including services which may be required by Participants. This is based on a maximum ten year period which will include an initial term and subsequent renewals, the durations of which will be a topic for dialogue.
Bidders are asked to note that the figure of 150 000 000 GBP above is a forecasted estimate based on a combination of one-third capital and two-thirds revenue expenditure.
The services in scope have been framed for the purposes of the procurement into 5 distinct areas:
i) Day 1 services;
ii) Work in progress;
iii) Transition activity;
iv) Target environment; and
v) Strategic partner model.
Further information on each area will be available in the Prospectus document which is available by signing a confidentiality agreement which will accompany the Pre-Qualification Pack.
The Commissioner reserves the right to remove items of project scope at any stage of the competitive dialogue procurement process and will not be responsible for any adverse impact on bids that this may incur.

Description of these options: The Strategic IT Partnership will be for a maximum period of 10 years which will include an initial term and subsequent renewal(s).
Options to extend the initial term will be at the discretion of the Commissioner in agreement with the successful Bidder and subject to the successful Bidder‘s satisfactory performance which will be measured against set indicators.

The Commissioner wishes to explore opportunities for the Strategic IT Partnership to provide services with and for Participants and wishes to expand working relationships through its selected Strategic IT Partner with such Participants (and their statutory successors and organisations created as a result of re-organisation or organisational changes and their wholly owned entities). These will include but not be limited to the following (a link showing where a list of these Participants can be found has been included where available):
