The objective of this call for tender is to select a contractor to assist the European Commission in managing the European Green Capital Award (EGCA) and European Green Leaf (EGL) on a day-to-day basis.
The tasks of the successful tenderer for both initiatives will include:
— developing and implementing a communication strategy to generate greater awareness about and higher participation in the EGCA and EGL competitions,
— providing a secretariat which will provide day-to-day support for the implementation of both initiatives,
— implementing and overseeing the EGCA and EGL winning city selection processes,
— producing analytical reports and assessing the key indicators.

In line with Article 134.1(f) of the rules of application to the Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 (Financial Regulation), during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
Please note that this was previously published in the PIN OJ 2015/S 38-064198 of 24.2.2015 with a budget of 2 000 000 EUR (500 000 EUR x 4). The budget is now a range between 650 000 EUR–700 000 EUR (total of 2 800 000 EUR for 48 months).

Within 2 months of the notification of the award decision you may lodge an appeal to the body referred to in VI.3.1.
