Maintenance of catering, kitchen, cafeteria and laundry equipment for collective and protocol catering services
The purpose of this tendering procedure is to select a contractor to provide maintenance services for the catering, kitchen, cafeteria and laundry equipment of the collective and protocol catering services in the three interconnected buildings of the Court of Auditors (K1, K2 and K3) located at 12, rue Alcide de Gasperi, L-1615 in Luxembourg, LUXEMBOURG.
There are 3 types of services to be provided:
— preventive maintenance services included in the maintenance package (part B point 3.1 of the specifications, price schedule, part I) and the list of equipment in annex 2A), to be carried out throughout the duration of the Contract (‘preventive maintenance services’),
— corrective maintenance services (part B point 3.2 of the specifications, price schedule part II.A) and II.B) and the list of equipment, annex 2A), to be carried out throughout the duration of the contract following a specific request by the Court (‘corrective maintenance services’),
— additional supplies of spare parts not included in the list of the price schedule part II.B), or additional equipment or interventions modifying or replacing existing equipment (part B point 3.3 of the specifications and price schedule part III hereinafter ‘additional services’).
The list of installations concerned for the contract is set out in Annex 2A of the specifications. Their technical and quantitative description is given by location. All installations are presumed to be in good working condition (see inventory in annex 2B of the specifications). All ancillary equipment, installations and accessories are considered to be an integral part of the installations.
General budget of the European Union
A site visit is planned for 3.9.2019 (15:00) at the following address: 12, rue Alcide de Gasperi, L-1615 Luxembourg-Kirchberg, LUXEMBOURG. If the date is not convenient, tenderers may put forward another date, although the date for submission of the tender cannot be modified. Please confirm your attendance by e-mail to firstname.lastname@example.org at the latest by 14:00 of the day before the visit.
Section III: Legal, economic, financial and technical information
Tenderers must be registered in the professional register or the trade register under the conditions laid down by the legislation of the country in which the tenderer is established.
The requirement in terms of economic and financial capacity is as follows:
— the average turnover over the past 3 years (2016-2017-2018) for the services to which the contract refers must exceed 150 000 EUR.
— a copy of the insurance policies covering the occupational risk in relation to the type of services covered by this contract. The insurance covering the occupational risk must at least meet the requirements set out in point 1.4 of Part B of the specifications. The tenderer must be able to provide proof that it has insurance(s) covering any damage caused by its staff, contractors and/or subcontractors to the building, the installations and/or the staff of the Court throughout the duration of the provision of services.
If, for some exceptional reason which the contracting authority considers to be justified, the tenderer is unable to produce the means of proof required, it is permitted to provide evidence of its financial capacity by any means which the contracting authority deems suitable.
a) the average turnover over the past 3 years (2016-2017-2018) for the services to which the contract refers must exceed 150 000 EUR;
b) a copy of the insurance policies covering the occupational risk in relation to the type of services covered by this contract.
a) The tenderer must have at least 3 years’ experience in the execution of services similar to that covered by the contract. As proof, they must provide a list of at least 2 contracts in progress or executed during the last 3 years concerning maintenance services for kitchen facilities, indicating the period, the amount, the place of execution and the type of services that were implemented.
Minimum criterion: at least one of the references must relate to a maintenance contract comparable in terms of size and equipment to that of this contract, namely a catering service of at least 500 heads per day and/or at least 300 m2 of kitchen surface area to maintain.
b) the tenderer must have, on a continuous basis over the last 3 years, professionals in the fields covered by the contract, with the skills and professional experience in provision of the services concerned, some of whom may be responsible for the execution of the contract, in accordance with the technical specifications. As proof, they must provide:
an organisation chart of the team assigned to the site for maintenance services. The organisation chart must clearly indicate ‘who does what’, and must include the following profiles:
— the contract manager,
— the substitute contract manager,
— 2 technicians,
— 2 refrigeration technicians,
— other team members.
The CVs of the staff in charge of the services, taking into account the characteristics of the latter (profile of the various participants, including the working languages) in the quantity indicated below. The Court reserves the right to request supporting documents, certificates/diplomas, etc....).
c) the tenderer or one of its sub- or co-contractors must be registered with the Luxembourg environment authority to transport waste generated during the execution of the services, or prove that the registration procedure is underway.
As proof, the successful tenderer must provide a copy of the registration or application for registration.
a) at least one of the references must relate to a maintenance contract comparable in terms of size and equipment to that of this contract, namely a catering service of at least 500 covers per day and/or at least 300 m2of kitchen surface area to maintain;
b) team: contract manager + substitute, 2 technicians and 2 refrigeration technicians with a level of training and professional experience as described in Part A point 8.4 of the specifications;
c) a copy of the registration or application for registration for the transport of waste will be required from the successful tenderer.
Refrigeration technicians must hold a valid category 1 certificate in refrigeration technology, in application of the 2015/2076 regulation.

Within 2 months of the plaintiff being notified or, failing this, of the date on which it became known to them. A complaint made to the European Ombudsman neither suspends this period nor opens a new period for lodging appeals.
