Section IV: Procedure

IV.1)Description
IV.1.1)Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

The VRLT pilot is an agile development of emerging COTS gaming virtual reality technology to demonstrate a low cost, interoperable, mobile and deployable collective training capability that could compliment and integrate with other synthetics in the Land Domain. The pilot is made up of 3 sprints, the first of which has been successful in putting VR into the hands of the user, demonstrating technology in context structured against collective competencies in a contemporary operating scenario, and coupling innovation with exploitation working closely with industry delivered innovations. Two further sprints are planned, to conclude by Apr 19.

There is an opportunity to demonstrate additional training innovations. It is proposed that these can be achieved using the extant infrastructure and allocated troops to prove concepts and provide evidence for the CTTP. Training innovations were identified originally but are complimentary to the VR technology being piloted and meet known collective training shortfalls. Additionally, the equipment from the pilot will be transferred to 2 new simulation training centres in Tidworth and Catterick. The virtual reality in-land training pilot is part of an innovative, agile solution and the additional deliverables required currently sit outside of the scope of the current contract but are intrinsically linked to the VRLT pilot and the overall outcomes of the project. Training innovation can be demonstrated in tandem with the scheduled sprints (2 and 3) and meet the collective training shortfalls. The proposed additional technology innovations are complementary to the VRLT Pilot and will inform development of the collective training transformation programme (CTTP). Any other supplier’s equipment could be incompatible with this system, and with the existing goods. If such a link was attempted this could lead to disproportionate technical difficulties in operation and maintenance and hinder the planned sprints.
