III.1)Conditions for participation
III.1.1)Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:

tenderers must provide a scanned version (pdf) of the duly signed and dated declaration on honour relating to the exclusion and selection criteria in the tender documents, stating that they are not in any of the situations listed in Articles 106 and 107 of the Financial Regulation, and that they meet all the aforementioned selection criteria. The tenderer awarded the contract will be required to provide any documentary evidence proving that he has legal personality. This will be assessed on the basis of the following documents:

— document of incorporation for the company and the most recent version of the memorandum and articles of association, or only the updated version of the latter if considered an instrument of incorporation,

— proof of entry on the professional or trade and companies register under the conditions laid down by legislation in the country in which the tenderer resides.

III.1.2)Economic and financial standing
List and brief description of selection criteria:

tenderers must provide a scanned version (pdf) of the duly signed and dated declaration on honour relating to the exclusion and selection criteria in the tender documents, stating that they are not in any of the situations listed in Articles 106 and 107 of the Financial Regulation, and that they meet all the aforementioned selection criteria. The tenderer awarded the contract will be required to provide any documentary evidence proving that he has the financial and economic capacity. This will be assessed on the basis of the following documents:

— statement as to overall annual turnover during the past 2 financial years for which accounts have been closed and turnover during an identical period for the same sector as the one in the contract. For the latest and nearest financial year, turnover certificates duly signed by a chartered accountant, an auditor or a company auditor duly registered on the professional lists may be provided if the official accounts have not yet been prepared, approved, filed or certified, for the financial standing to be assessed; for the statement of turnover to be corroborated, the tenderer(s) must provide financial statements (which, where applicable, were published if publication is mandatory) covering the past 2 financial years for which accounts have been closed or, failing this, provide a certificate vis-à-vis provisional accounts (to be enclosed), on condition that said certificate is duly signed by a chartered accountant, an auditor or an approved company auditor, if the accounts have not yet been officially prepared, approved, filed or certified.

If, for some exceptional reason which the contracting authority considers to be justified, the tenderer is unable to provide the details required, he may provide evidence of his financial capacity by any other means which the contracting authority deems suitable.

Minimum level(s) of standards possibly required:

minimum requirement for turnover: 100 000 EUR on average, per year, over the period considered.

— list of contracts in a comparable category, either ongoing or carried out during the past 3 years, with details of the value, as well as the performance and completion dates, specifying whether the recipient of the supplies is a private or public legal entity.

Minimum level(s) of standards possibly required:

tenderers must thus have:

— at least 3 years' experience of similar procurement to that required in the contract in question,

— carried out at least 3 supplies contracts similar in nature and overall value (a minimum of 150 000 EUR) during the past 3 years (see form 5).
