Consultancy services for the construction supervision of the rehabilitation of 162km of the Great North Road (T2) - from Mpika to Chinsali, including technical and financial supervision, contract management and to ensure that the Works are carried out in accordance with the respective contract specifications. The 162Km rehabilitation Works are divided into two lots: LOT 1 MPIKA -SHIWAN'GANDU (82.67 km) and LOT 2 SHIWAN'GANDU-CHINSALI (78.876 km).

The Works are divided into two LOTS, as follow;

Lot 1: From Mpika to Shiwa Ng’andu Junction (D53/T2 Junction) - 82.7km

Lot 2: From Shiwa Ng’andu Junction (D53/T2 Junction) to Chinsali Junction – 78.88

II.2.4)Description of the procurement:

The selection procedures, and the subsequent tender procedures, shall be carried out in accordance with the Zambia Public Procurement Act No. 8 of 2020 as amended, in conjunction with the EIB’s Guide to Procurement version 2018. The EIB Guide to Procurement version 2018 is available on the EIB’s website The duration of the consultancy services will be 51 months (Inception phase of 3 months, construction period of 36 months, and defects notification period of 12 months). The consultant shall be expected to mobilise two teams, one for each Works Lot. The Works Contracts are expected to start concurrently. However, it should be noted that there may be a staggering in the timing of the mobilisation of the selected Consultant on the two Lots, depending on the timing of mobilisation of the Works Contractor on each Lot. In the event of one Lot starting before the other Lot, the Chief Resident Engineer will mobilise at the same time as the first Lot team. There will be a requirement for the Consultant to provide inputs during the Inception Phase to perform a short review of the Works Contract tender documents and to assist the Client in the tender process for the Works Contracts.

Evaluation and Qualification for inclusion in the short-list of applicants that will be invited to submit proposals for these services will be based on a Pass/Fail.

Should the number of the shortlist be more than eight (8) passes after the evaluation and qualification, the number of projects undertaken under Specific Experience will be used to separate and rank the Consultant, and to shortlist a maximum of eight (8) Consultants.

This notification is for Expressions of Interest for the provision of the services described. Based on the responses received a short list of Consultants will be prepared and these will be invited to submit detailed proposals for the services based on a Request For Proposals document which will be made available to the selected shortlist Consultants.

On receipt of the applications from Consultants expressing interest in the provision of these services the promoter will select those considered to be qualified and invite these to submit detailed proposals for the services. It is anticipated that this invitation will be sent in early 2023. Selection of the Consultant, conclusion of contract formalities and mobilisation is planned to be completed by June 2023.
