TA for the Cape Verde Connectivity Programme
The overall objective of this assignment is to (i) analyse the current regulatory and price framework in the market for access to national and international electronic communications transmission infrastructures that constitute the State’s basic network, including the CVTelcom’s concession contract, clearly identifying the existing gaps and gray areas as well as the constraints, and for that purpose to give recommendations that address the gaps and gray areas in order to align them with the best international practices and applicability in the national market, and (ii) develop a costing model for fixing wholesale prices for access services to national and international transmission infrastructures.
