Measured Term Contract for Asbestos Surveys, Sampling, Analysis and Clearing Procedures 2018-20
East Renfrewshire Council will shortly be issuing tender documents as it seeks to appoint a suitably qualified and experienced contractor to undertake asbestos surveys, sampling, and analysis and clearance procedures on a reactive basis.
The successful bidder will be expected to carry out its duties in both a domestic and non-domestic environment.
The works to be undertaken by the successful contractor comprise asbestos surveying projects, including but not limited to, the asbestos management and refurbishment surveying, sampling, analysis and clearance procedure works for various East Renfrewshire Council Buildings for non-housing properties and housing stock in a multi-trade environment and a 24-hour 365 days emergency response service in accordance with the priority schedule detailed in the contract document to enable emergency work to be carried out in compliance with the Contract Conditions. Consequently the successful Contractor shall be expected to form part of a team, be adaptable, conscientious and be able to carry out instructions with the minimum supervision to allow the efficient completion of work orders.
There is an option to extend this contract for a further 24 months up to 12 months at a time.
The estimated spend per annum will be in the region of 104 000,00 GBP. East Renfrewshire Council reserves the right to spend up to 450 000,00 GBP in total over the 4 year duration of the contract, including any extension periods.

East Renfrewshire Council is committed to maximising community benefits from contracts for works, goods and services in which the Council has an interest. Community benefits should improve the economic, social or environmental wellbeing of the area. Under this contract the successful bidder will be requested to support East Renfrewshire Council’s economic, environmental and social regeneration objectives to achieve benefits for our identified beneficiary hierarchy.
Tier 1. Targeted recruitment and training for priority employability groups.
Tier 2. Work experience placements for the same target groups.
Tier 3. Curriculum support for schools and those on employability pathways.
Tier 4. Community Enhancement for community groups and projects.
Tier 5. Small and Medium Enterprises and Social Enterprise Organisations supply chain support.
Community Benefits will apply where bidders have been successfully awarded works packages that have an accumulated value of over 50 000 GBP at the end of a 12 month period from contract award. At the end of each 12 month period a review of the level of work commissioned to the successful bidder will be conducted. The number of community benefits points will be determined and the supplier contacted to agree the community benefit outcomes and delivery method.
At this point tenderers are to confirm that they agree to the delivery of community benefit outcomes and provide the contact details of the individual who will be responsible for the delivery of any agreed outcomes.
