Section II: Object
Crown Commercial Service (CCS) as the authority intends to put in place an agreement for the provision of employee benefits to be utilised by Central Government Departments and that will be available to all other UK Public Sector Bodies, including local authorities, health, police, fire and rescue, education, devolved administrations, charities and other 3rd sector organisations.
It is intended that this commercial agreement will be the recommended vehicle for all employee benefits required by UK Central Government Departments, including those with locations overseas.
It is anticipated that the service will include a range of flexible voluntary and salary sacrifice benefits including, but not limited to:
— Childcare Vouchers
— Cycle to Work Scheme
— Employee Discounts
— Gym Membership
— Financial Well-being
— Low Emission Cars
— Payroll Giving
— Reward and Recognition Programme
The service will be required to be delivered through an on-line benefits portal with multi-media access. (The security of employee personal data will be subject to assurance by the CCS Senior Information Risk Officer).
The service must provide flexibility in the choice of benefits for employers with scope to include additional benefits and to enable personalisation of benefits for employees.
Please note the value at II.I.5 is an estimate that includes the face value of the vouchers and other benefits paid for by employees.

This prior information notice is to signal an intention to commence market engagement with those within the employee benefits market.
Crown Commercial Service intends to hold market engagement sessions during October 2018 with those suppliers interested in potentially bidding for the resulting agreement.
