The Contracting Authority recently awarded the National Public Sector Workplace Supplies and Services framework. The supply of office stationery and associated supplies was to have constituted Lot 2 of this framework but the requirement was withdrawn and is now being retendered. The Contracting Authority wishes

to establish a framework agreement for the provision of office stationery supplies and associated supplies through a single Lot. The framework is let on behalf of the Dartford Borough Council but will also be open for use by all other public sector contracting authorities (and any future successors to these organisations),(as defined in Part 1, General, 2 (1) of the Public Contract Regulations 2015) or their agents. There is no guarantee of business through this framework. The quantity and value of the framework will be determined by the up-take from end users of the framework across the public sector. Initial estimates consider a value range of between 2 500 000 GBP and 35 000 000 GBP over the full 4 year term. It is anticipated that up to two suppliers will be awarded a place on the framework.

As stated above, this framework is let on behalf of the Dartford Borough Council but will also be open for use by all other public sector contracting authorities (and any future successors to these organisations),(as defined in Part 1, General, 2 (1) of the Public Contract Regulations 2015) or their agents. These include but are not limited to central government departments and their agencies, Non-Departmental Public Bodies (NDPBs), NHS bodies (including; acute trusts, ambulance trusts, primary care trusts, care trusts, NHS hospital trusts, strategic health authorities, mental health trusts, special health authorities),Local Authorities, Police Authorities, Emergency Services, Educational Establishments (including Schools, Universities, Academies, Academies Trusts, Free Schools, Colleges of Further Education), Hospices, National Parks and Registered Social Landlords who have a need to purchase these services. The value of the framework is only an estimate and the Contracting Authority cannot guarantee any business through this framework agreement. The Contracting Authority wishes to establish a Framework Agreement open for use by all Public Sector Bodies as stated in this Notice. The maximum number of Suppliers awarded a place on the framework will be two but this may increase where two or more Tenderers have tied scores and are placed in the second position in respect of the framework. In such cases, Tenderers who are tied with the same score in the second position shall be deemed to be one Supplier for the purpose of calculating the maximum number of Suppliers for the framework. The Contracting Authority will award a Framework Agreement to additional Tenderers beyond the maximum number, where their final evaluation score (s) is within 0.5 % of the last placed position only. Therefore Tenderers within 0.5 %, along with the Tenderer in second placed position, shall be deemed to occupy the Framework Agreement contract award position for this framework.
