Renovation and Maintenance of the Exhibition Space of the Parlamentarium, the European Parliament Visitors’ Centre in Brussels
The Parlamentarium is the European Parliament’s Visitors’ Centre in Brussels. With a surface area of approximately 5 200 m2, its exhibition charts the path towards European integration, how the European Parliament works and how its Members operate to meet the challenges of today to improve life for its citizens. The exhibition is available in all of the European Union’s 24 official languages and is suitable for visitors of all ages.
The subject of this call for tender is:
• to identify solutions to develop, define and implement a multi-annual plan for the full renovation of the exhibition;
• providing ongoing exhibition maintenance of Parlamentarium.
At the end of this procedure, two framework contracts will be concluded:
• one for the implementation of the identified solution for the full renovation of the exhibition; and
• one, with the same contractor, for the maintenance of the current and the newly renovated exhibition.
The renovation of the exhibition space means development, definition and implementation of a new functional and interpretive plan for Parlamentarium. The proposed solution shall include architectural services, media production services, hardware services and fit out services. Exhibition maintenance consists of the totality of corrective, regular upkeep and content update services needed to ensure the smooth functioning of the Parlamentarium’s current and future exhibitions, and the ongoing maintenance of Station Europe, the European Parliament's visitors’ welcome point.
The total duration of the framework contract for the renovation of the Parlamentarium exhibition shall be maximum five years, an initial one-year contract, renewable up to four times.
The total duration of the framework contract for the maintenance of the Parlamentarium exhibition shall be maximum ten years, an initial one-year contract, renewable up to nine times.
Maximum value for the renovation of the exhibition space of the Parlamentarium: EUR 13 000 000.
Maximum value for the maintenance of the current and the newly renovated exhibition: EUR 7 000 000.

Section IV: Procedure
For the renovation: a total duration of maximum five years is needed for the phased implementation of the new exhibition. For the maintenance: a total duration of 10 years is required to provide the regular maintenance services over the life cycle of the new exhibition.
Section VI: Complementary information
There will be a compulsory visit to the premises. The economic operators authorised to attend this visit are those to whom an invitation to participate to the dialogue will be addressed. Further details are provided in the Conditions for the participation in the competitive dialogue.
