II.1)Scope of the procurement

The provision of development, operation, maintenance, support and further develop a national identity and autentifikationsløsning (MitID).

The tender will cover the purchase, implementation, maintenance including continuous updating, operation and further development of a society new critical national identity and autentifikationsløsning (named MitID) for the identification of natural persons and the granting of digital identities and supporting credentials. The new approach includes some of the functionalities that are today covered by NemID. In that regard by FinansDanmark digitaliseringsstyrelsen) and company RIs of 16.9.2015 A/S (‘FR1’) entered into a partnership with a view to working together for the supply, acquisition and establishment of the new solution. Thus, the conclusion of a contract (digitaliseringsstyrelsen) and FR1 as a customer. The solution must be available to a variety of stakeholders; Brokers, RA-enheder Joint Public Support (VMS) and Others, which together with the solution is described in more detail below under point II.2.4). Reference is made to the tender documentation for a detailed description of the solution and benefits.

II.2.4)Description of the procurement:

The solution will be based on one joint eID-løsning to secure digital identification and authentication of individuals across the public and private sector. The solution must be modular and scalable, flexibly structured so as to develop differentiated functionality, towards a solution and functionality that allows a broker may use the limited own-account. As part of the solution established and displayed back office interfaces as well as a portal that will underpin the registration of and support to end-users, and a self-service portal for end-users (supporting functionality).

The solution shall be established and regularly adapted in line with the technological developments, changes in threat assessments and/or changing needs from The end-users, in order to maintain confidence in MitID’s security. This implies, for example, that the solution must support that additional credentials can be implemented with minimal impact and influence of the solution and Brokernes integration thereto. The solution must include and handle around 6-9 million active registered end-users/identities, including services, are around 1 billion authentication requests per year through brokers and commitment and support to 6-15 brokers and supporters 150-200 RA-enheder. The supplier shall support slutbrugermigrering. The supplier shall carry out the day-to-day maintenance, support and operation, management of the solution, e.g. the conclusion of agreements with external actors, as set out below, and secure the commercial processes and invoicing. The provider shall assist in the further development of the solution as well as consultancy services in relation to the resolution and operation. The supplier shall cooperate closely with the customer in relation to development and operation and will also need to work on a series of benefits with the following stakeholders:

— brokers: companies or administrations that provide access to the solution such as the public NemLog-In and a number of data centres.

— RA — enheder:registreringsautoriteter, private companies and public authorities, designated for the purpose of either registration of end-users or registration and support of end-users.

— Supportorganisationer: VMS and supportadgang pengeinstitutbrokere directly from the supplier in relation to provision of assistance to end users.

It is vital that progress is made, bearing in mind that brokers may join in the development process, including early planning that takes account of the necessary interfaces and environments are made available to early brokerne. The supplier shall in relation to brokers provide an independent third party services available to the customer for the certification of brokers and the supplier shall continuously uphold and enforce the process so that the supplier’s components and brokerne comply at all times with certification requirements.

The solution shall be applied by all authorities/bodies governed by public law without a prior call for competition, since the establishment of a national eID by a law afløfter obligation by a nationally binding solution.

It is expected to be implemented as a negotiated procedure.

The selection of candidates takes place on the basis of a pre-qualification process.

It is expected that there will be made in the contract notice the minimum suitability in relation to economic and financial capacity as well as requirements for references in relation to technical and professional capacity.

Please note in this context that if an undertaking relies on the capacities of other entities (e.g. a parent company, sister company or a subcontractor), regardless of the legal nature of the links between those companies and the other, the undertaking must provide evidence that it has the resources necessary for performance of the contract by producing a statement of support or other evidence to the effect that the applicant has the necessary economic and financial standing or technical and professional abilities. It shall be demonstrated that the entity concerned is legally bound vis-à-vis the applicant.

The selection of candidates is expected to be implemented in the light of an assessment of the candidates who have proven the most relevant references relating to the services covered by the contract. Relevansvurderingen is likely to fail in the light of whether references demonstrate experience of the provision of comparable services.

In relation to point II 1.5) noted that this amount constitutes the current estimate of the expected value of the contract for the total duration of the contract, including options. This estimate is based partly on the historical consumption in the existing solution expected consumption, partly on the new solution with recognised expected efficiencies and economies of scale.

In relation to point II.3), it should be noted that the indicated date for publication of contract notice is expected at this stage.

Expected duration of the contract is 120 months from acceptance of the solution with the possibility to extend 2 times by 12 months.

It is currently foreseen that the resolution would be included in the scope of the Personal Data Act “krigsregel’ in § 41, paragraph 4. Therefore, in the first instance, that the solution should be operated in Denmark, unless future law provides otherwise.
