The British Council has been involved the in the field of English language testing for 65 years. We launched the first of our own BC Tests products in August 20012, a B2B product called Aptis, which has since been followed since by variants for Teachers and Teens. We are aiming to expand our BC-tests business by developing our product portfolio and increasing the number of markets in which our tests are available. This expansion needs to be underpinned by robust quality assurance, and we need a platform that support us in demonstrating the statistical validity and reliability of our products.
The service/solution need the following requirements as a minimum:
It will need to provide platform solution from item management and test creation to item and test monitoring, test delivery and reporting.
An English language e-testing solution that can be delivered in all four skills, speaking, writing, listening, Reading as well as Grammar and Vocabulary on and off line.
An ability to provide an excellent customer experience by being intuitive and user friendly.
An ability to allow the delivery of a variety of different testing products from low to high stakes and with different branding and range of pricing too.
An ability to facilitate distributed e-marking of written and spoken texts.
An ability to support extensive psychometric analysis.
An item banking and authoring solution supporting form generation.
An ability to provide a solution which is operating system and browser agnostic to meet a variety of client testing needs as well as provide the delivery of tests on tablets and phones.
An ability to auto-mark multiple choice pen and paper tests through a scanning solution as well as send pen and paper writing tests for distributed marking.
An ability to be flexible and support future customer led enhancements at speed and with ease.
A level 3 support offer available during and outside UK office hours. (The British Council offers tests in time-zones that are up to -8 or +8 GMT, and in countries that do not have Saturday/Sunday weekend).
An ability to meet our stringent data protection and security requirements.
An ability to provide a clear and transparent change management process.
An ability to provider services within the SLA to meet our specific business needs.
Evidence of a track record of delivering international and in low bandwidth contexts.
