The EU emissions trading system (EU ETS), launched in 2005, is a cornerstone of the European Union's policy to combat climate change and its key tool for reducing industrial greenhouse gas emissions cost-effectively.
A major revision was approved in 2009 in order to strengthen the system. The third phase of EU ETS, running from 2013 to 2020, has brought significant changes as compared to phases 1 and 2. Since 2013 the EU ETS is based on rules which are far more harmonised than before.
The study is to document the impact of the benchmark-based harmonised allocation system on European industry. The aim is also to assess if the rules applicable in the third phase of EU ETS have changed the behaviour and trade and investment patterns of the industries covered by the ETS.

In line with Article 134.1(f) of the rules of application to the Financial Regulation No 966/2012 of 25.10.2012, during the 3 years following conclusion of the original contract, the contracting authority will be able to use the exceptional negotiated procedure for additional services (without prior publication of a contract notice) consisting in the repetition of similar services (up to a maximum of 50 % of the original contract value) entrusted to the economic operator awarded the initial contract by the same contracting authority.
The Commission will not be liable should the tenderers not take notice of this additional information before submitting their bids.
Please note that the amount of the contract was a range between 300 000 EUR–350 000 EUR.
