Explanation:
The Irish electricity sector became unpredictable due to market volatility brought by the war in Ukraine. After several failed attempts (no tenders received) to contract electricity supplies using open and negotiated procedures, Eurofound finally managed to conclude the contract through negotiated procedure without prior publication of a call for competition in the Official Journal of the European Union.
