The Scottish National Blood Transfusion Service (SNBTS) is a division of NHS National Services Scotland (NSS). Accountable to the Scottish Government, NSS works at the very heart of the health service, providing national support services and expert advice to NHSScotland. It also plays an active and crucial role in the delivery of effective healthcare to patients and the public.
SNBTS is the specialist provider of transfusion medicine in Scotland, supplying high quality blood, tissues, cells and services.
SNBTS is building a new National Centre for the manufacturing, testing and distribution of blood, tissue and cell products. The National Centre is located in the Heriot-Watt Research Park, Riccarton, Edinburgh.
The construction is being undertaken by Interserve Construction Ltd who are estimated to hand over the building to SNBTS on 10.11.2016.
SNBTS operates throughout Scotland with manufacturing operations currently spread across three sites in Edinburgh and Glasgow. The National Centre will provide SNBTS with a single centre for its main functions. The transfer of operations is scheduled to take place in a phased manner over the period November 2016 to May 2017.
This is a complex move covering all operational elements from standard office-based activities to blood manufacturing and testing through to highly specialised stem cell therapy services.
The type of equipment to be transferred ranges from office furniture, to standard laboratory items such as freezers, fridges, centrifuges and incubators, through to bespoke blood manufacturing and tissues and cells equipment.
SNBTS is seeking to outsource the planning, management and delivery of the relocation of its services to a single supplier from existing sites at Lauriston Place, Edinburgh; Ellen's Glen Road, Edinburgh, Royal Infirmary, Edinburgh, Gartnavel, Glasgow and Forresterhill, Aberdeen to the National Centre.
The current expectation is that office based functions, the warehouse and some laboratory functions will transfer before the end of December 2016. Blood processing and testing and Tissue Services will move in a staged manner from January 2017 through to the end of April 2017.
The services provided by SNBTS are highly regulated by external licensing agencies which act on behalf of the government. Each stage of the transfer must be approved by these agencies and as such a flexible and adaptable approach to dates and scope is essential.
SNBTS is seeking to work together with an experienced, motivated and flexible move management company to deliver this complex service transfer.
Prior to commencing a formal procurement process and to help us inform our requirements, SNBTS would like to consult the market to establish the likely level of interest and identify innovative opportunities in delivering a managed service contract.
It is the intention of SNBTS to invite those organisations who express an interest to a market consultation day to be held at SNBTS, Ellen's Glen Road, Liberton, Edinburgh on 29 January 2016, time to be advised.
To enable SNBTS to assess who should be invited to the event, interested organisations are required to respond in the normal manner to the Prior Information Notice but must also confirm the following:
1. Whether you believe your organisation can solely deliver the entirety of the requirement;
2. If the answer to the above is no, confirm which organisation(s) you might need to work with, but please describe the intended nature of that potential relationship (joint partnership, consortium, sub-contract etc.);
3. Details of any similar move management projects that have been undertaken.
It is anticipated the contract notice relating to the contract will be submitted for publication after the market consultation day. All service providers should respond to the published contract notice, even if they have been invited to attend the market consultation.
Organisations invited to the market consultation will not have any advantage over organisations who do not participate in this process. Similarly organisations not participating in the market consultation will not be disadvantaged.
