The asset management service of ISMEA’s securities portfolio is the subject of the contract. The contract is divided into 2 lots in order to reduce counterparty risk.

Management must follow the principle laid down in European legislation on the ‘prudent person’, in order to optimise the profitability/risk ratio and, in this context, aim at maximising the expected return, within a time horizon of 36 months.

The line of management must aim to preserve the value of the capital invested.

The manager’s decision-making autonomy is not unlimited, since Ismea can guide the risk of the management service by contractually defining the limits within which management choices must be made.

Asset management service for the securities portfolio. The minimum annual assets to be entrusted by ISMEA under management are EUR 300 000 000,00 and, over the term of the contract, may be increased to a maximum of EUR 450 000 000,00.

It should be noted that the initial minimum capital will consist of government bonds and/or money for a nominal value of EUR 300 000 000,00, and over the three-year period, up to a further maximum of EUR 150 000 000,00, money and/or government bonds may be awarded.

The duration of the contract in the course of performance may be modified for as long as is strictly necessary for the completion of the procedures necessary for the identification of the new contractor, initiated before the expiry of the contract. In such cases, the Contractor shall perform the tasks which are the subject of the Contract at the same prices, agreements and terms and conditions which are more favourable to the contracting authority. The extension of the contract for each lot was estimated at six months.

Asset management service for the bond and government bond portfolio. The minimum annual assets to be entrusted by ISMEA under management are EUR 140 000 000,00 and, over the term of the contract, may be increased to a maximum of EUR 210 000 000,00.

It should be noted that the initial minimum capital will consist of bonds issued by Cassa Depositi e Prestiti falling due on 21 December 2022 and/or money, the nominal value of which must be reinvested by 31 December 2022 at the latest and that, over the three-year period, up to a further maximum of EUR 70 000 000,00 may be entrusted with money and/or government bonds.

The total estimated value of the contract is EUR 1 155 000,00 (EUR 787 500,00 for lot 1 and EUR 367 500 000 for lot 2) excluding VAT and/or other taxes and statutory contributions, including the costs of a possible extension which has been estimated at 6 months.

The basic tender amount to be reduced for Lot 1 is EUR 337.500,00 and for Lot 2 is EUR 157 500,000.

The contract is financed from the ISMEA budget.

Each tenderer may submit a tender for both lots, in accordance with Article 51 (2) of the Code.

If a tenderer is ranked first for both lots, 1 lots may be awarded to it, which will be identified in accordance with Article 51 (3) of the Code, on the basis of the criterion of the economic importance of the lots. The most economically important lot will then be awarded between the two lots for which it was ranked first. The remaining lot in which the tenderer was first awarded will be awarded to the following economic operator on the ranking list.

The rules set out above are departed from where the economic operator is the only tenderer on the ranking list, in which case he will be awarded the contract provided that his tender is considered suitable and advantageous.

In any event, ISMEA reserves the right to award, or not to award, even if there is only one valid tender.

Clarification of this procedure can be obtained by submitting written questions to be submitted at least 10 days before the deadline for submission of tenders electronically, or by 12: 00 on 02/09/2022 at the latest, via the section of the Platform using the ‘Submit question to the contracting authority’ functionality in the ‘Details’ of the procedure, subject to registration with the platform itself.

Requests for clarification and replies are made in Italian only. Replies to requests for clarification submitted in due time shall be provided in electronic form at least 6 days, by publishing requests anonymously and their replies on the Platform in the Details of the procedure in the Clarimenti section and on the institutional website in the section dedicated to this tender procedure. Requests submitted in any way other than those indicated above are not answered.

If no tender is advantageous or suitable for the purpose of the contract, ISMEA reserves the right not to award the contract.
