Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Aufgrund der sehr engen Terminschiene, des einige Zeit in Anspruch nehmenden durchzuführenden Vergabe- und eisenbahnrechtlichen Genehmigungsverfahrens und des für 04/2024 geplanten Baubeginns am Bf. München-Ost PBf. ist die einheitliche und durchgängige Steuerung der Maßnahmen des Großprojekts mit ihren abwicklungstechnischen und terminlichen Abhängigkeiten und der besonderen Komplexität der aufeinander aufbauenden Ausführungsschritte unverzichtbare Voraussetzung für die Sicherstellung der dem Projekt zugeordneten, insbesondere wirtschaftlichen Ziele. Ein zusätzlicher AN müsste sich durch mehrmonatige Einarbeitung erst umfangreiches Projektwissen aneignen. Die Kosten einer adäquaten Einarbeitung eines neues AN würde zum einen die voraussichtlichen Kosten der Nachtragsleistung überproportional erhöhen und zum anderen würden erhebliche Verzögerungen im Leistungsablauf entstehen. Durch einen Wechsel des AN bzw. die separate Beauftragung eines weiteren AN hinsichtlich der Steuerungsleist.
