Explanation:

Motiv justificativ aplicare procedura : conform referatului de necesitate nr. 20221/15.07.2022 - măsură strict necesară, situatie de extrema urgenta determinata de evenimente imprevizibile şi care nu se datorează sub nicio formă unei acţiuni sau inacţiuni a autorităţii contractante in conformitate cu conditiile stricte stabilite in Legea nr.98/2016 art.104,lit.c) ; - perioada de aplicare a licitatiei deschise, nu poate fi respectata din motive de extremă urgenţă;- stocurile medicamentelor din aceasta procedura sunt insuficiente sau zero.Pentru buna desfasurare a activitatii in cadrul Spitalului, Serviciul Achizitii propune initierea Procedura de “Negociere fără publicare prealabilă” în conformitate cu art. art.104, lit.c) din Legea nr.98/2016.
