Section III: Legal, economic, financial and technical information

III.1)Conditions relating to the contract
III.1.1)Deposits and guarantees required:

III.1.3)Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
1) Tenders may be submitted by consortia of 2 or more legal entities (joint tender). A consortium can be a permanent grouping with legal status or an informal grouping of economic operators, without them needing to form a grouping in accordance with a particular legal form prior to the contract being awarded. However, a grouping of economic operators must identify a sole representative who must be duly authorised to submit the tender in the name of and on behalf of the other members of the grouping.
2) If awarded the contract, the representative must also be explicitly tasked with being responsible for the receipt and processing of payments for members of the grouping, for administrative management of the service, and for coordination and safety, and must have the related powers of representation.
3) All grouping members shall be jointly and severally liable vis-à-vis the contracting authority both during the procurement stage and performance of the contract if awarded it.
4) Should the contract be awarded, it will be signed by all legal entities, or by the 1 duly authorised by the other members. In the latter case, a power of attorney will be attached to the contract.
5) Where a tender is submitted by a grouping:
(a) the criteria in points III.2.1, III.2.2(a) and III.2.2(b) of the contract notice must be met by each member of the grouping;
(b) the criteria in points III.2.3(a) and III.2.3(b) must be met at least by the leader of the consortium who shall ensure that the other members meet the same or equivalent quality standards;
(c) the criteria in points III.2.2(c), III.2.3(c), III.2.3(d) and III.2.3(e) should be taken as a whole and may be met by adding together the resources of all grouping members.

The performance of the contract is subject to particular conditions: yes
Description of particular conditions: The tasks may be subcontracted. In the event of subcontracting:
1) the tenderer must indicate in his tender the economic operators to whom part of the tasks shall be subcontracted;
2) for each subcontractor, the tenderer must indicate the part of the tasks he intends to subcontract, including the relevant percentage, and describe the resources that will be made available by each subcontractor;
3) the tender must include a letter of intent on the part of each subcontractor in which the latter clearly state their readiness to work with the tenderer should they be awarded the contract;
4) the criteria in point III.2.1 of the contract notice must be met by each subcontractor; in relation to point III.2.1.A, the contracting authority reserves the right to request documentary evidence from each subcontractor at the latest stage of the procedure;
5) the criteria in points III.2.2(c), III.2.3(c), III.2.3(d) and III.2.3(e) should be taken as a whole and may be satisfied by adding together the resources of each subcontractor with those of the tenderer. The evidence provided by each subcontractor will be checked to ensure that the tenderer as a whole fulfils the criteria.
6) should a subcontractor be proposed to perform over 30 % of the contract, the criteria in points III.2.2(a) and III.2.2(b) of the contract notice must be met by each subcontractor.
III.2)Conditions for participation
III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: A) tenderers should note that, in accordance with Articles 106 and 107 of Regulation (EU, Euratom) No 966/2012 of the European Parliament and of the Council of 25.10.2012 on the financial rules applicable to the general budget of the Union, they will be excluded from participating in this contract procedure if they are in any of the situations described in the Regulation. Tenderers must submit a solemn declaration stating that they are not in any of the situations given in the aforementioned articles (solemn declaration regarding the exclusion criteria, available on the contracting authority's website http://www.jrc.ec.europa.eu/callsfortender — Annex 1 to the administrative annex).

Before signing a contract, the contracting authority may require the successful tenderer to submit the documentary evidence attesting to the veracity of said declarations;
B) tenderers must provide proof that they have been enrolled on the register of companies for at least 2 years, in relation with the subject of the procedure. Tenderers must provide an original certificate or certified copy issued by a public official, in accordance with conditions stipulated in the State in which they reside; self-certification will not be accepted.
III.2.2)Economic and financial ability
Information and formalities necessary for evaluating if the requirements are met: a) tenderers must present at least 1 appropriate statement from bank;
b) tenderers must provide the company's financial statements for the past 2 financial years for which accounts have been closed, if publication of balance sheets is required under company law in the economic operator's country of residence, or a suitable declaration if publication of balance sheets is not required; the financial statements include balance sheet, profit and loss account, explanatory notes, management and financial report;
c) tenderers must provide a statement as to (c1) company overall annual turnover realised during the last 2 financial years referred to in point b) and a statement as to (c2) company annual turnover relating to services similar to those in the lot(s) for which they are submitting a tender realised during the last 2 financial years referred to in point b).
Minimum level(s) of standards possibly required: As regards point III.2.2)c), the company overall annual turnover for each of the 2 years must have been no less than:
lot 1: 165 000 EUR/year;
lot 2: 290 000 EUR/year;
lot 3: 315 000 EUR/year.
III.2.3)Technical capacity
Information and formalities necessary for evaluating if the requirements are met:
a) for all lots, tenderers must provide a copy of a valid ISO 9001:2008, or an equivalent certified quality management system, issued by a competent independent body, in relation to the field of the lot of interest;
b) for the lots where the contractor should provide design activities (lots 2 and 3), tenderers must also provide a copy of a valid UNI EN ISO 9001:2008 quality certification or an equivalent certified quality management system, relating to the design of mechanical parts;
c) tenderers must provide a list of the principal services and supplies similar to those referred to in the lot for which they are submitting a tender provided in the last 2 financial years referred to in point III.2.2)b), with the sums, dates and recipients, public or private;
d) tenderers must provide a list of the equipment and machinery they have at their disposal for the provision of the requested services for the lot of interest, specifying the name of the economic operator that possess each equipment/machinery and indicating its role (single tenderer, group leader, member of the group or subcontractor);
e) for lot 3 only, tenderers must provide a copy of the license of the qualified welders for the production of mechanical components that require machining of small and medium manufacturing and for the welding of work pieces, in particular, on aluminium, light alloys and stainless steels.
Minimum level(s) of standards possibly required:
1) as regards point d), tenderers must have at least at their disposal the equipment/machinery listed in the technical specifications (point 3.1). The economic operators who will put at disposal the equipment/machinery must provide a copy of a valid ISO 9001:2008 quality certification or equivalent;
2) as regards point e), tenderers must provide at least 1 welder with relative license.
